SUMMARY

This report has been prepared by the Sacramento Municipal Utility District for submittal to the United States Nuclear Regulatory Commission (NRC) in meeting reporting requirements under the Operating License for the Rancho Seco Nuclear Generating Station Unit No. 1. Copies of the report are provided to the NRC, California Energy Commission, California Department of Public Health, Sacramento State University, Central Valley Regional Water Quality Control Board, local libraries, and District offices as a public document.

The report is the Semiannual Effluent Release Report. This report deals with radioactive waste shipments and environmental effluent releases and an estimation of releases' impact upon the environment and on man. This report covers the period of January 1, 1985 to June 30, 1985.

This is the first Semiannual Effluent Report to be submitted under the " dose I based" Technical Specifications required by 10CFR50, Appendix "I". The NRC has provided guidance in preparing this report in the form of Regulatory Guide 1.21 " Measuring, Evaluating, and Reporting Radioactivity in Solid Wastes and Releases of Radioactive Materials in Liquid and Gaseous Effluent from Light-Water-Cooled Nuclear Power plants." The District has used the guidance of Regulatory Guide 1.21 to generate the report.

One of the requirements of the Rancho Seco Technical Specifications is that the site have an approved Offsite Dose Calculation Manual (ODCM). The ODCM contains the technical methodology of how offsite releases are authorized, calculated, documented, and doses determined. The use of this NRC approved document considerably reduces the effort needed to explain to the Commission how the results were obtained.

The report itself is composed of four major areas. These areas are: the radioactive solid waste report, the liquid and gaseous effluent summaries, the calculated dose to the Maximum Hypothetical Individual and to the environment as a result of site releases, and the supporting materials used to generate the report. These . supporting materials include meteorological data, environmental TLD results and the updated ODCM.

In 1984, the dose calculations indicated that 10CFR50 Appendix I guidelines values for the liquid effluent pathways had been exceeded. In order to further reduce offsite exposures, a liquid effluent reduction program was implemented in October, 1984. This reduction program has reduced the quantity of radioactive liquid releases in 1985 and have brought Rancho Seco liquid effluent releases within the 10CFR50 Appendix I design objectives.

First and Second Quarter liquid and gaseous effluent releases are less than the Technical Specification limits.

This report is respectfully submitted as representing a concerted effort by District staff in fulfilling obligations to regulatory agencies and the general public to document the safe operation of the Rancho Seco Nuclear Generating Station Unit No.1.

RANCHO SECO SECTION B. SUPPLEMENTAL INFORMATION - EFFLUENT AND WASTE DISPOSAL REPORT A. SUPPLEMENTAL INFORMATION Supplemental information as outlined in Regulatory Guide 1.21 is presented in this section of the report.

B. GASEOUS EFFLUENTS Gaseous effluents at ground level release are summarized in Table 1A, I " Summation of All Gaseous Effluents," and Table IC, " Continuous Mode and Batch Mode Releases." No credit is taken for elevated releases; therefore, Table 1B is not applicable.

There were 7 Waste Gas Decay Tank releases, 17 Reactor Building purges, and 8 miscellaneous releases during the period January I through June 30, 1985. There were no abnormal releases of radioactive gases in this report period.

C. LIQUID EFFLUENTS As a result of steam generator tube failures in May 1981, November 1982, September 1983, and July, August, and September 1984, a quantity of radioactive primary fluid has been circulated through the steam I generation cycle. After the September 1983 occurrence, a small leakage path appeared to remain, on the order of 0.07 gpm, which could not be located even af ter extensive investigating and testing.

There were 199 batch releases from Regenerant Holdup Tanks (RHUT) with the material ultimately released by 46 Retention Basin discharges.

Liquid releases are summarized in Table 2A, and the isotopic contents are detailed in Table 28.

The estimate of the quantity of radioactivity in liquid effluent was determined in the following manner. Samples are routinely collected from each of the RHUT discharges and composited for analysis on a monthly basis. These monthly composites are then sent to the District's environmental monitoring contractor for strontium and alpha analysis.

I The District requested that these samples also be analyzed for gamma emitting radionuclides to better estimate the 1985 liquid effluent release. For those months that did not have adequate volume for gamma spectral analysis or were contaminated, a weighted average LLD (Lower Limits of Detection) value for the monthly RHUT discharges was calculated. The weighting was based upon the RHUT discharge volumes.

The weighted average LLD would then be an upper bound estimate of the I monthly radioactive 11guld effluent. If the monthly composite sample analysis results in a higher estimate of radioactive liquid effluent than the individual RHUT sample analysis performed onsite, the higher values are recorded and reported.

The quantities of radioactive liquid effluent in Table 2A and Table 2B are the results from the monthly composite of the RHUT discharges analyzed by the District's environmental monitoring contractor and weighted average LLD. The District's environmental monitoring contractor's LLDs are much lower than the values reported in Table 2C which are typical of the District's on site LLD capabilities.

D. SOLID HASTE There were 20 shipments of radioactive wastes to the Hanford Burial Site between January 1 and June 30, 1985. These consisted of 200 ft3 containers of solidified liquid waste, primary and low activity secondary I resins, incorporated into concrete under an approved Process Control m Program and shipped in approved LSA containers. In addition, dry compressible waste and contaminated equipment was shipped in approved LSA containers.

5. composite aliquots for 11gulds Error estimates for anisokinetic sampling and airborne particulate plateout in monitor sample lines were not included because no plant data exist on the subject. However, this does not necessarily mean the errors are negligible.

The methods for establishing error estimates included communication with District health physics / chemistry personnel, review of applicable station I procedures, inspection of sampling equipment, review of previous District error analysis data, engineering estimates, statistical applications, literature reviews, and use of calibration set points data.

In determining the overall error in a release, error at one standard deviation and a bias were calculated. The error consists of random or indeterminate errors. Bias is influenced primarily by determinate errors which introduce a I constant error into the data.

The error analysis was applied to the following release pathways.

It should be noted that the error analysis for lodines and particulates that are released through the reactor building vent includes exhaust fan calibration error, not containment volume error. This is because lodines and particulates are vented on a continuous basis by the exhaust fan via a pre-filter, HEPA filter and charcoal cartridge. Also, error analysis for g fission and activation gases and tritium that are released through the reactor ]

building vent includes containment volume error, not exhaust fan calibration error. This is because fission and activation gases and tritium are released is a function of containment volume.

Note: includes releases from the condenser air ejector, gland seai exhaust, and iodines and particulates from the WGDT.

The Radwaste Service Area Vent was not included as a release pathway due to its inoperability.

The error for both airbcrne and liquid releases was determined at one standard deviation from the mean.

  • Available literature indicates the collection loss is approximately 5% for fritted bubblers of the type used at Rancho Seco. Rancho Seco uses a I collection efficiency of 90%. Therefore, the actual bias is +5%.
