AMENDMENT TO OPERATING LICENSES NPF-4 AND NPF-7 NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 SERVICE WATER SYSTEM PROPOSED TECHNICAL SPECIFICATION CHANGE Virginia Power letter, Serial 85-167, dated March 29, 1985, submitted a request for amendment, in the form of changes to Technical Specification 3/4.7.4, to Operating License No. NPF-4 and NPF-7 for North Anna Power Station Units Nos. I and 2. The proposed change requests that the allowable time that one of the redundant service water headers can be inoperable be extended beyond 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> up to 168 hours0.00194 days <br />0.0467 hours <br />2.777778e-4 weeks <br />6.3924e-5 months <br /> provided 3 out of 4 service water pumps and 1 out of 2 auxiliary service water pumps are operable during the Action Statement. This submittal modified the change request to specifically define applicability for the 168 hour0.00194 days <br />0.0467 hours <br />2.777778e-4 weeks <br />6.3924e-5 months <br /> Action Statement to Service Water System upgrade programs and to clarify the required subsequent act ions if the proposed Action Statement conditions j are not met.

The modifications made in this submittal to the previously proposed Technical Specification are in support of the Service Water System upgrades. Resubmittal of the originally proposed Technical Specification for generic application will be the subject of future and separate j correspondence.

The supplemental proposed changes to the Technical Specification:, for l Unit 1 and 2 are included as Enclosure 1 and 2. The safety evaluation is l included in Enclosure 3. The proposed changes and the safety evaluation l have been reviewed and approved by the Station Nuclear Safety and l Operating Committee and the Safety Evaluation and Control staff. It has l been determined that this submittal request does not pose a significant hazard consideration as defined in 10CFR50.92 or an unreviewed safety question as defined in 10CFR50.59.
