48 CFR PART 20, NRC ACQUISITION REGULATION, PROPOSED RULE ,

l We have reviewed the subject proposed rule for compliance with the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.) and have the following comments / changes:

- When the preamble is developed, include Attachment 1 as the Paperwork Reduction Act Statement.

Replace $2001.105(a) with Attachment 2. The sections to be cited in S2001.105(b) will be developed in conjunction with development of the 02 clearance package.

- The first inclusion of S2052.211-75 appears as though it should be S2052.211-74.

- In SS2052.215-77(d) and 2052.216-74, reference to Standard Form i 1411 has been deleted and re) laced with an asterisk. We presume l that whatever is replacing tais form is still under development i and will be included in a later version of the rule. If it is  !

something other than a standard form, it may require 0 2 clearance.  !

The rule contains information collections that must be submitted to 02 no I later than the date that the rule is published in the Federal Reaister. We l have placed publication of the rule on hold with the Division of Administrative Services, Office of Administration -)ending IRM approval of the 0m clearance package. We are working directly wit 1 Susan Hopkins of your j staff to develop the 02 submittal.

PAPERWORK REDUCTION ACT STATEENT l

Thic. proposed rule amends information collection requirements that are subject to the. Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq).

This rule has been submitted to the Office of Management and Budget for review and approval of the information collection requirements. - ~

, The public reporting burden for this information collection is estimated to average hours per response, including the time for reviewing j instructions, searching existing data sources, gathering and maintaining  ;

the data needed, and completing and reviewing the information  !

collection. The U.S. Nuclear Regulatory Commission 1s seeking public .

comment on the potential impact of the information collections contained in the proposed rule and on the following issues:

1. Is the proposed information collection necessary for the proper performance of the functions of the EC, including whether the information will have practical utility?.
2. .Is the estimate of burden accurate?
3. Is there a way to enhance the quality, utility, and clarity of the information to be collected?
4. How can the burden of the information collection be minimized, including the use of automated collection techniques?
