We have reviewed the proposed rule entitled " Nuclear Regulatory Commission Acquisition Regulation (NRCAR)" forwarded with ADM Task 97-69 and have the attached comments.

Division of Facilities and Security Comments on Proposed Rule Entitled " Nuclear Regulatory Commission Acquisition Regulation (NRCAR)"

General Comment:
i We recommend that DC Instruction 97-05, including the Section H clause and the Section L provision be incorporated into the NRCAR.
i Specific Comments:
Page 57, item (a): "in excess of 90 days" needs to be consistent with DC Instruction 94-2 which states "in excess of 30 or more days."
l Page 58, item (d): change title to Division of Facilities and Security.
Page 58, item (e): replace " Executive Order 12356" with Executive Order 12958."
Page 59, item (i): replace " Executive Order 12356" with " Executive Order 12958."
