1 NOTICE OF VIOLATION United States Enrichment Corporation Docket No. 70-7001 Paducah Geseous Diffusion Plant Certificate No. GDP-1 EA 98-556 During an NRC inspection conducted from October 15 through November 30,1998, a violation of NRC requirements was identified, in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, Rev,1, the violation is listed below:

Safety Limit 2.3.2.1 of the Technical Safety Requirements for Paducah Gaseous Diffusion Plant requires that the Normetex withdrawal pump discharge bellows pressure shall not exceed 45 psia [ pounds per square inch absolute] for all modes.

Contrary to the above, on October 17,1998, at 5:30 p.m. (Central Daylight Time), the discharge bellows pressure for the Number 1 Normetex Withdrawal Pump in Building C-315 exceeded 45 psia as the pump transitioned from Mode 2 (Withdrawal) to Mode 3 (Standby). Specifically, a pressure transient caused by the inadvertent closure of the pump discharge valve reached a maximum of approximately 50 psia.

This is a Severity Level IV violation (Supplement VI).

The NRC has concluded that information regarding the reason for the violation, the corrective actions taken and planned to correct the violation and prevent recurrence, and the date when full compliance was achieved is already adequately addressed on the docket in Inspection Report 70-7001/98017(DNMS) and the Compliance Evaluation Report dated November 18, 1998. However, you are required to submit a written statement or explanation pursuant to 10 CFR 2.201 if the description therein does not accurately reflect your corrective actions or your position, in that case, or if you choose to respond, clearly mark your response as a " Reply to a Notice of Violation," and send it to the U.S. Nuclear Regulatory Commission, ATTN:

Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region Ill, 801 Warrenville Road, Lisle, Illinois 60532-4351, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice.

the basis for your denial, to the Director, Office of Enforcement, U.S. Nuclear Regulatory Commission, Washington, D.C. 20555-0001. l If you choose to respond, your response will be placed in the NRC Public Document Room (PDR). Therefore, to the extent possible, it should not include any personal privacy, proprietary, or safeguards information so that it can be placed in the PDR without redaction.

In accordance with 10 CFR 19.11, you may be required to post this Notice within two working days.
