SUMMARY

United States Enrichment Corporation Paducah Gaseous Diffusion Plant NRC Inspection Report 70-7001/99005(DNMS)

I The NRC performed a security inspection of the Paducah Gaseous Diffusion Plant located in Paducah, Kentucky, on March 22-25,1999. The objective of this inspec. ion was to ensure compliance with the certificate holder's approved Physical Security Plan for the Protection of Special Nuclear Material of Low Strategic Significance.

This inspection was conducted through a review of selected records, interviews with personnel, and direct observation of work activities in the area of physical security.

Implementation of the Physical Security Plan for the Protection of Special Nuclear Material of Low Strategic Significance and associated implementing procedures was in

compliance with NRC criteria.

. Security event reports were adequately reviewed and reported to the NRC.

. Security Plan revisions, which did not decrease the effectiveness of the security plan, )

were adequately implemented and submitted to the NRC.

. Security personnel were knowledgeable of their duties and responsibilities.

The inspector reviewed the Paducah Safeguards Program to determ!ne whether I physical security requirements were implemented in accordance with the requirements of the Physical Security Plan (PSP), ." Fixed Site Requirernents for Special Nuclear ,

Material of Low Strategic Significance," and site security procedures. j

b. Observations and Findinas To determine if adequate protection was being afforded the low enriched uranium (LEU), the inspector toured the Controlled Access Area (CAA) and observed the integrity of the fence, gates, and N vehicle barrier. Fences, gates, and the vehicle J barrier were intact and adequately maintained. Personnel were identified, registered, i badged, and escorted, as required. Packages were visually inspected by security officers at the entrance to the CAA as required by the PSP. Officers at the CAA vehicle gate adequately performed random entry / exit search of vehicles. )

All the officers were armed with a handgun and equipped with a radio. The inspector

- witnessed radio tests and concluded that there was appropriate communication capability within the CAA.

The inspector also interviewed officers posted and on patrol, and found them to be knowledgeable of their duties and responsibilities. Security procedures were reviewed and updated as required and located at the appropriate locations.

The inspector reviewed security procedures and determined that the procedures provided adequate guidance for security officer duties.

The inspector toured the CAA for the purpose of observing the storage of LEU and

determined that the LEU was stored or used only within a CAA.

c.. Conclusions Through observations, interviews, independent verification and records review, the l Inspector verified that the protection being afforded the LEU at Paducah was in  :

t compliance with PSP commitments. ]

' The inspector concluded that security measures were effectively in place, procedures were adequate, training was effective and that the certificatee was meeting the requirements of the PSP. j f

2.0 Exit Meeting Summary The inspection scope and results were summarized and discussed with the plant management during an exit briefing on March 25,1999. There were no dissenting comments expressed by the certificatee. ; Although proprietary information was reviewed during the inspe:: tion, no proprietary information was reproduced or removed from site.

A "L" cleared employee was instructed to place a document in a SRD safe.

Training on handling classified documents was conducted and all SRD documents were reviewed and either removed or downgrade to a lower classification. This item is closed.
