6 April 30, 1998 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PNO-III-98-029 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by Region III staff (Lisle, Illinois) on this date.

Facility Licensee Emergency Classification PADUCAH GASEOUS DIFFUSION PLANT Notification of Unusual Event Paducah Gaseous Diffusion Plant Alert Paducah, Kentucky Site Area Emergency Dockets: 07007001 License No: GDP-1 General Emergency X Not Applicable Sunject: PACKAGE EXCEEDS DOT REQUIREMENTS On Aptil 28, 1998, at approximately 11:30 a.m. (CDT), an empty (heeled) uranitm hexafluoride cylinder arrived from StarMet of South Carolina (a shipp'.ng company) with radioactive contamination on the rurface of the cylir. der, near the cylinder valve. The certificatee performed surveys upon veteipt of the package and measured 4020 disintegrations per minute per 100 square centimeters (dpm/100cm2) removable contamination. Further radiation surveys performed by the certificatee revealed no elevated levels of contamination on the truck or trailer used to transport the cylinder.

i The certificatee believes the contamination was not identified by the shipper because of an inadequate survey of the area near the cylinder valve. The certificatee subsequently decontaminated the cylinder.

l The Department of Transportation regulatory limits for contamination levels for packages is 2200 dpm/100cm2 for this type of shipment.

The NRC Paducah Resident Inspector will review the circumstances surrounding this event.

l The NRC Office of Nuclear Materials Safety and Safeguards will be j notified. The information in this preliminary notification has been reviewed with the certificatee management.

! The certificatee notified StarMet of the contamination and reported the

! event to the NRC Region III Office (Chicago) at 12:10 p.m. (CDT) on April 28, 1998. Region II (Atlanta) NRC staff were informed of the event on April 29, 1998.
