a 7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION CONSUMERS POWER COMPANY 00CKET NO. 50-155 ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT The U.S. Nuclear Regulatory Commission (Commission) is considering issuance of an amendment to Facility Operating License No. OPR-6 for the Big Rock Point Plant, located in Charlevoix County, Michigan, and operated by Consumers Power Company (the licensee).

ENVIRONMENTAL ASSESSMENT Identification of Proposed Action:

In accordance with the licensee's application dated November 9, 1987, the proposed amendment would revise the provisions in the Big Rock Point Plant Technical Specification (TSs) relating to the installation of new out-of-core power range instrumentation. Elimination of the intermediate power range instramentation is proposed due to the greater range of the new power range instrumentation.

The Need for the Proposed Action:

The proposed amendment is required to reflect the features and tenninology used with new out-of-core power range instrumentation. The licensee is replacing the existing power range instrumentation with a newer design due to limited availability of replacement parts and high expenditure of maintenance hours to keep the existing equipment in operation.

Environmental Impacts of the Proposed Action:

Based upon the analysis contained in the Safety Evaluation Report to be issued with the proposed amendment, the proposed action will not involve a significant change in the probability or consequences of any accident previously 8805170187 OB054P7 DR ADOCK 050 5

evaluated. Consequently, any radiological releases would not be significantly greater than previously determined, nor does the proposed amendment otherwise affect radiological plant effluents. Therefore, the Commission concludes that .

there are no significant radiological environmental impacts associated with the l proposed amendment.

With regard to nonradiological impacts, the proposed amendment does not affect nonradiological plant effluents and has no other environmental impact.

Therefore, the Commission concludes that there are no significant nonradiological environmental impacts associated with the proposed amendment.  :

Alternatives to the Proposed Action:

Because the Commission has concluded that there are no significant environmental impacts associated with the proposed action, there is no need to examine alternatives to the proposed action.

Alternative Use of Resources:

This actinn does not involve the use of resources beyond the scope of resources used during normal plant operation Agencies and Persons Consulted: L The Commission's staff has reviewed the licensee's request and did not
