VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS NO. 1 AND 2 PROPOSED TECHNICAL SPECIFICATIONS CHANGES Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating License Nos. NPF-4 and NPF-7 for North Anna Power Station Units No.

I and 2, respectively.

We 'are requesting a change in the negative end-of-cycle (EOC) moderato {

temperature coefficient gC) limit from the current value of -4.0 x 10 delta k/k/*F to -4.4 x 10 delta k/k/*F and a change in the4 corresponding 300 ppm equiligrium boron concentration value from -3.1 x 10 delta k/k/*F to

-3.3 x 10 ~ delta k/k/*F for North Anna Units 1 and 2. In addition, because of the difficulty of performing MTC measurements near end of hot full power reactivity, it is proposed that MTC testing at EOC be elimin4ted provided a measurement at 560 ppm boron is less negative than -4.0 x 10 delta k/k/*F.

.The technical basis for the proposed changes is discussed in the attached safety evaluation. The proposed changes would update the E0C MTC limits to reflect current plant' operating conditions. Also, the changes conservatively envelop plant operating conditions for the proposed core uprate to 2893 Mwt (Serial - No.85-077, May 2, 1985). The proposed changes do not involve a change in the plant safety analysis as they are based on the current Updated Final Safety Analysis Report value of moderator coefficient, adjusted to hot full power operating conditions using the procedure described in the Technical Specifications Bases. The proposed change in the negative EOC MTC limit will provide .- greater flexibility during the reload core design process while maintaining the same degree of safety margin.

The proposed Technical Specification changes for North Anna 1 and 2 are provided in Attachments 1 and 2, respectively. A safety evaluation of the proposed changes is provided in Attachment 3.

We have evaluated this request in accordance with the criteria in 10 CFR 170.12. A check in the amount of $150 is enclosed as an application fee.
