Dear Congresswoman Byron:
This is in response to your request for consideration of issues raised in correspondence directed to you by an employee of the Nuclear Regulatory Comission (NRC) regarding the possible relocation of the NRC to alternative locations in either Montgomery County, Maryland or the District of Columbia.
Discussions have been continuing with the General Services Administration -
(GSA) to identify potential options for consolidation of NRC from eleven (11) current building assignments in Bethesda, Rockville, Silver Spring, and the District of Columbia. The recent newspaper advertisements in the Washington Post were a preliminary step, intending to solicit expressions of interest from the local real estate comunity and to surface alternatives which might be compatible with buildings currently under construction or planned in both areas of consideration. Actual competitive procurement action, based upon the response, will connence at some point in the future.
The advertisements relate both to the larger consolidation of NRC and to the possible interim relocation of the Commissioners and associated staff now i housed in the Matomic Building at 1717 H Street, N.W. The possibility of an interim relocation from the Matomic Building results from GSA's decision some months ago not to renew its lease which will expire in August 1985. An interim move of NRC's Matomic Building occupants may, therefore, become necessary.
Although the prospectus for the relocation of NRC's Matomic Building occupants is now pending before the House Connittee on Public Works and Transportation, GSA has not completed the prospectus for the larger consolidation and is still discussing potential siting options with the Connission. It is my understanding that Congressional action on the prospectus to relocate Matomic Building occupants is not expected until Spring.
I want to emphasize that the advertisements and the discussions between GSA and NRC reflect a preliminary phase in an extended process in which all contemplated consolidation options will be evaluated as they relate to cost-effective procurement, agency operational needs ar.d efficiency, including
