VIRGINIA POWER NORTH ANNA POWER STATION UNIT N'.S. 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGES Pursuant to 10 CFR 50.90, Virginia Power requests an amendment in the form of changes to the Technical Specifications to Operating License Nos. NPF-4 and NPF-7, for North Anna Unit Nos.1 and 2.

The proposed Technical Specification changes apply to Technical Specification 3.6.1.3, Containment Air Locks. The changes expand and clarify the action requirements, change the allowable seal leakage from zero to a small measurable amount and add a footnote to surveillance requirement 4.6.1.3b to make the provisions of Specification 4.0.2 not applicable. These changes will provide consistency between the North Anna 1 and 2 Technical Specifications and also the Standard Technical Specifications (STS) for Westinghouse Pressurized Water Reactors, Revision 4 and Revision 5, Draft. The addition of the footnote also provides consistency with the requirements of 10 CFR 50, Appendix J.

The proposed Technical Specification changes for North Anna Unit No.1 are provided in Attachment 1. The proposed Technical Specification changes for North Anna Unit No. 2 are provided in Attachment 2. A discussion of the proposed Technical Specification changes is provided in Attachment 3.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff. It has been determined that this request does not involve an unreviewed safety question as defined in 10 CFR 50.59 or significant hazards consideration as defined in 10 CFR 50.92.
