VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA PCWER STATION UNIT NOS. 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGES Pursuant to 10 CFR'50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating Licenses NPF-4 and NPF-7 for North Anna Power Station, Unit Nos. I and 2.

The proposed Technical Specification changes are to provide leakage integrity tests of the isolation valves in the containment purge lines and the steam jet air ejector system lines each time containment integrity is established. The proposed Technical Specifications changes are submitted because of the NRC's completion of NRC Generic Item B-24.

The proposed changes will help identify excessive degradation of the resilient seats of the system isolation valves. In addition, the Unit 1 Technical Specification format is being revised to be consistent with the Unit 2 Technical Specification format.

The propoaed Technical Specification changes for North Anna Unit No. I are provided in Attachment 1. The proposed Technical Specification changes for North Anna Unit No. 2 are provided in Attachment 2. A discussion of the proposed Technical Specification changes is provided in Attachment 3.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control staff. It has been determined that this request does not pose an unrevi ed safety question as defined in 10 CFR 50.59.

Also, it has been determined that these proposed changes do not pose a significant hazards consideration as defined in 10 CFR 50.92. The basis for this determination is specified in example (vii) in the Federal Register dated

, April 6, 1983, Page 14870_and states, "A change to make a license conform to changes in the regulations, where the license change results in very minor changes to facility operations clearly in keeping with the regulations".

Example - (ii) applies, . "A change that constitutes an additional limitation, restriction or control not presently included in the Technical Specifications:

for example, a more stringent surveillance requirement "and Example (i) also applies, "A purely administrative change to the Technical Specifications: for example, a change to achieve consistency throughout the Technical Specifications....". The proposed Technical Specification changes are submitted per the NRC's completion of Generic Item B-24 and require additional surveillance on the isolation valves on the containment purge lines and the containment steam jet air ejector system lines. The Unit 1 Technical Specification format is being revised to be consistent with Unit 2.

We have reviewed this request in accordance with the criteria in 10 CFR 170.12. A check in the amount of $150 la enclosed as an applicattan fee.
