LaSalle County Station Units 1 and 2 Request for An Exigent Change to NPF-ll and NPF-18 Appendix A Technical Specifications Regarding Main Steam Line Tunnel A Temperature High Trip Setpoint NRC Docket Nos. 50-373 and 50-374 References (a): Technical Specifications Table 3.3.2-2 (b): C. W. Schroeder letter to H. R. Denton dated January 13, 1984.

(c): FSAR Table 7.3.2, Primary Containment and Reactor Vessel Isolation Actuation Instrumentation Setpoints.

(d): FSAR Section 7.3.1.1.2.4.3 Main Steamline Space High Temperature and Differential Temperature.

(e): LOD-15, Containment Isolation System Temperature Monitoring.

Dear Mr. Denton:

Pursuant to 10 CFR 50.59, Commonwealth Edison proposes to amend Appendix A, Technical Specification, to Facility Operating Licenses NPF-ll and NPF-18. The proposed change is enclosed in Attachment 2. The attached change has received both On-Site and Of f-Site review and approval. We have reviewed this amendment request and find that no significant hazards consideration exists.

Our review is documented in Attachment 3. Commonwealth Edison is notifying the State of Illinois of our request for this amendment by transmitting a copy of this letter and its attachments to the designated State Official.

H. R. Denton May 25, 1984 Guidance for Technical Specification changes states:

" Exigent. circumstances exist when a licensee and the NRC must act quickly and time does not allow a full 30-day notice...".

In this case, Commonwealth Edison Company believes that such action is warranted to prevent unnecessary challenges to safety systems es the result of spurious reactor isolations. Attachment 1 provides background and justification for this exigent change request.

We have determined that this request is a 10 CFR 170, Class III amendment request. As such a fee remittance of $4,000.00 is enclosed.

An additional fee of $400.00 is enclosed for the Class I amendmet to the Unit 2 license.

Please direct any questions you may have concerning this matter to this. office.

Three (3) signed originals and thirty-seven (37) copies of this transmittal and its attachments are provided for your use.
