Request for Art ndment to Focility 1.icense R-86 Gentlemen:
Reference is mode to our letter of August 14,1970 (LGD/299741) from Mr. Poore of Lockheed, in which we odvised the AEC that operation of the Radiation Effects Reactor is no longer contemploted, and that plans are now being mode for decommissioning the reactor facility. We wish to advise that the Radiation Effects Reactor Technical Specifications do not have criteria which are applicable to the reoctor in its present unloaded, disassembled configuration, Hence with the reactor in its present configuration we are unable to comply with some provisions of the " operational" Technical Specifications. Accordingly we would oppreciate your early consideration of our request of August 14.
We wish to emphasize that the reactor is in o safe configuration and that our major concern is with procedurol considerations. As we pointed out in our letter of August 14, the reactor core was unloaded (on July 29, 1970) in accordonce with valid operating procedures, and the fuel is A
stored in the storage pool in authorized criticality-sofe contoiners.
