PUBLIC SERVICE ELECTRIC AND GAS COMPANY (PSE&G) HOPE CREEK GENERATING STATION (CASE #92-1-27-1013-52) As per the requirements of NJAC 7:1E-5.8, PSE&G has prcpared the attached report confirming the discharge to the ground of approximately twenty gallons of No. 2 Fuel Oil from the Auxiliary Boiler Fuel Oil Day Tank. The discharge, which occurred at the above facility on January 27, 1992, occurred entirely within PSE&G property and no injuries resulted. As the discharge of No. 2 Fuel Oil is not regulated under 40 CFR 302.4, no notification of the release was reported to any agency other than the New Jersey Department of Environmental Protection end Energy (NJDEPE) and the Nuclear Regulatory Commission (NRC), as required under 10 CFR 50.72, Significant Events. PSE&G believes it acted in accordance with the intent of NJAC 7:1E, Subchapter 5, which requires all major facilities to notify the NJDEPE of discharges of petroleum and other potentially hazardous substances in any concentration. As a result of this discharge, PSE&G has replaced the secondary sight gauge and revised station operating procedures to include draining of any water accumulated in the day tank. Box 236, M/C 1107 llancocks Bridge, New Jersef 08038 (609) 339-3463 DISCl!ARGE SOURCE: Auxiliary Boller Fuel Oil Day Tank on the morning of January 27, 1992, Operations personnel began the process of filling the Auxiliary Bn11er Fuel Oil Day Tank. The level in the tank was observed to be approximately 40 percent of capacity in both the level indicator and a length of tygon tube O being used as a site gauge. Filling of the day tank was then begun by opening a makeup valve and starting a transfer pump. Approximately one hour later the level indicator and tygon tubing measured approximately 50 percent of capacity.

- pump. Approximately 450 gallons of fuel oil was contained within the dike surrounding the tank. Ilowever, approximately 20 gallons j spilled onto the surrounding area due to wind drift from the l overflow. The area around the tank affected by the discharge ,
a consists of soil, gravel, and asphalt roadway. Site Services personnel excavated the soil and gravel around the discharge and placed them into drums for disposal (a quantity of approximately 9 - 12 cubic yards). The asphalt roadway was cleaned with absorbent material.- This excavated soil and gravel was disposed of at the Salem-County Solid Waste Facility as ID-27, a Dry Indenrial Waste. The estimated cost for cleanup and disposal of the material is $7,500. CORRECTIVE MEASURES: The process tor filling the day tank is by transferring fuel oil from the million gallon fuel oil st orage tank. This process is begun by opening an inlet valve ano then turning on a transfer pump. Measuring cf 5.he transfer is done by reading a level indicator on the day tank. A tygon tube is installed to act as a , secondary sight gauge. The root cause of the discharge was determined to be failure of the level indicators to properly respond. There is a substantial l time delay in level indication provided by an ultrasonic device. Also, the tygon tubing was kinked and clogged with ice which produced on incorrect reading, pSE&G has replaced the secondary sight gauge with new tubing that should more accurately indicate the tank level. Station operating procedures have also been revised to drain any accumulated _ water from the day tank and avoid potential freezing in the sight gauge. To more permanently correct the potential problems and eliminate future tank overflow, PSE&G has initiated an engineering evaluation of the day tank and fuel transfer system, design instrumentation, and operating. procedures. 1 i
