- 1991, which occurred at the above facility on October 29, was discovered during a routine walkdown of the tank truck unloading pad containment.
The incident took place entirely within PSE&G property and no injuries resulted.
Since there is no " Reportable Quantity" (RQ) for fuel oil no notification of the release was under 40 CFR 302.4, reported to any agency other than the New Jersey Department and the of Environmental Protection and Energy (NJDEPE)

STATION - CASE #91-10-29-1207-23 Approximately 5 cubic feet of soil with fuel oil residue was discovered on the side of the tank truck unloading pad.
Based on the location and weathered condition of the contaminated soil, it is likely that the discharge of fuel oil to the ground occurred subsequent to a fuel oil unloading, when the fill hose from the tank truck was disconnected from the forwarding pump to the 1,000,000 gallon fuel oil storage tank.

MEASURES TAKEN TO CONTAIN, CLEANUP AND REMOVE Tile DISCilARGE:
Personnel assigned with the responsibility of cleanup and removal of soil and gravel contaminated with petroleum and petroleum by-products were notified of the discharge discovery and responded to the site.
Approximately 5 cubic feet of soil were removed from the discharge and placed in a 55 gallon drum for disposal. All cleanup activities were completed by October 29, 1500 hours0.0174 days <br />0.417 hours <br />0.00248 weeks <br />5.7075e-4 months <br />.
CORRECTIVE MEASURES:
The discharge is believed to have occurred as a result of mishandling of the fuel oil transfer line subsequent to an unloading on the adjacent pad. It appears as though once unloading took place, the hose was disconnected and wts either intentionally or accidentally directed to the ground alongside the curbed concrete unloading pad by fuel oil delivery contractor persohnel.
One means of preventing a discharge of this type in the future. is to require that contractors unloading fuel oil at the facility maintain operations entirely within the curbed, concrete, unloading pad.
The possibility of placing a 55 gallon drum on the unloading pad to be used for oil drips / drainage after unloading has taken place is also being evaluated.
