GNRO-95/00014 Gentlemen:

Entergy Operations, Inc. by this letter is submitting a revision to the proposed amendment to the Grand Gulf Nuclear Station (GGNS) Opsrating License submitted via Reference 1 and an addition to the proposed changed submitted via Reference 2.

Enclosure 2 of this letter provides the revised pages of the previous submittals to document the resolution of items as discussed with the Staff. Also enclosed for your information is a copy of the tables of the proposed Technical Specifications.

Enclosure 2 modifies the Reference 2 request to perform the Drywell bypass leakage rate surveillance on a performance based interval. The change was requested to be issued concurrent with the issuance of the improved Technical Specifications to support the Technical Specification conversion effort and reduced unnecessary testing during the up-coming refueling outage. The Reference 2 requested surveillance is modified to allow the Staff additional time to review the remainder of the requested change. The revised surveillance does not supersede the Reference 2 requested change and Entergy Operations, Inc. requests that the Staff complete their review of the requested change in a timely manner. Entergy Operations, Inc. requests that any Staff technical concerns relating to the Reference 2 requested change be identified such that any outstanding 9502160057 950210 i PDR ADOCK 05000416 8 l

4 issues can be resolved before or during a meeting between the Staff and Entergy Operations, Inc. prior to July,1995.

During discussions with the Staff concerning the acceptability of the proposed changes to LCO 3.0.4, the Staff identified a concern regarding inoperable ECCS actuation instrumentation in MODES 4 and 5. In MODES 1,2, and 3, the ECCS instrumentation LCO provides specific Required Actions and Completion Times if an inoperable instrument results in a loss of ECCS actuation capability . GGNS will put in place administrative  !

controls to ensure that losses of ECCS instrumentation actuation capability in MODES 4 and 5 will have compensatory actions taken consistent with those required in MODES 1, 2, and 3.

Enclosure 2 of this letter provides a detailed description of the proposed Technical Specification (TS) changes. The requested changes are bounded by the previous basis '

provided in References 1 and 2 for the determination that the proposed amendment involves no significant hazards considerations based on the guidelines presented in 10CFR50.92.

As previously discussed with the Staff, Entergy plans to implement the Improved Technical  ;

Specifications at GGNS approxirnately 30 days before our seventh refueling outage.

Therefore, we request that this change receive review priority to support its approval by February 17,1995.

In accordance with the provisions of 10CFR50.4, the signed original of the requested amendment is enclosed and, in accordance with 10CFR50.30, an Oath or Affirmation relating to the requested changes to the Operating License is enclosed. l l
