VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT NO. 2 PROPOSED TECHNICAL SPECIFICATION CHANGES Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating License No. NPF-7, for North Anna Power Station Unit No. 2.

The proposed Technical Specification changes will revise Technical Specification 3.4.6.2 to indicate only those valves that are to be tested for Event V concerns. The valves of concern are on the Low Pressure Safety Injection system (LPSI) to the cold legs. Each cold leg . branch of the LPSI has two check valves in a series configuration of concern with all three branches leading to parallel MOV's outside containment. The high pressure / low pressure interface is on the upstream side of the M0V's. No other valve configurations are of concern for Event V. The North Anna Unit No. 1 Technical Specifications only indicate the LPSI to the cold legs to be of concern. The proposed Technical Specification changes will revise the North Anna Unit No. 2 Technical Specifications to reflect only valve configurations of Event V - ern and this will make the Unit 1 and Unit 2 Technical Specificatio.: Identical. The proposed changes for North Anna Unit No. 2 are provided in Attachment 1. A. discussion of the proposed Technical Specifications changes is provided in Attachment 2.

This request has been reviewed and approved by the Station Nuclear Safety and-Operating Committee and the Safety Evaluation and Control Staff. It has been determined that this request does not involve an unreviewed safety question as defined in 10 CFR 50.59.

Denton These proposed changes could be considered to be a significant hazards consideration as described in the Federal Register, dated April 6, 1983, Page 14870, example (iii); a significant relaxation in limiting conditions for operation not accompanied by compensatory changes, conditions, or actions that maintain a commensurate level of safety because there is a reduction in the number of valves that must be tested. Vepco does not consider these changes to be a significant hazards consideration because these changes fit example (vii); a change to make a license conform to changes in the regulations, where the license change results in very minor changes to facility operations clearly in keeping with regulations and example (1); a purely administrative change to Technical Specifications: for example, a change to achieve consistency throughout the Technical Specifications, correction of an error, or a change in nomenclature. The valves identified as being of Event V concern are indicated in the NRC Safety Evaluation Report of April 20, 1981 and the valves are only located on the Low Pressure Safety Injection system to the cold legs. All other valve configurations are not of Event V concern.

The proposed changes will make the Unit I and Unit 2 Event V valve configurations identical since the Unit 2 Technical Specifications are now more extensive than required for the Event V concern. For these reasons, Vepco proposes that these changes do not constitute a significant hazards consideration.

We nave reviewed this request in accordance with the criteria in 10 CFR 170.22. Since this request involves a safety issue which the Staff should be able to determine does not involve a significant hazards consideration for North Anna Unit No. 2, a Class III lir.ense amendment fee is required. A voucher check in the amount of $4,000 is enclosed in payment of the required fee.
