AMENDMENT TO OPERATING LICENSES NPF-4 AND NPF-7 NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 PROPOSED OPERATING LICENSE AMENDMENTS Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment to Operating Licenses NPF-4 and NPF-7 for the North Anna Power Station Unit Nos. I and 2. The proposed changes are enclosed.

The proposed changes will redesignate existing License Condition 2.H in the North Anna Unit No. 1 Facility Operating License as License Condition 2.I and existing License Condition 2.I in the North Anna Unit No. 2 Facility Operating License will be redesignated as License Condition 2.J. The proposed changes will add License Conditions 2.H in the North Anna Unit No. 1 Facility Operating License and 2.I in the North Anna Unit No. 2 Facility Operating License to allow the receipt and storage of 500 spent fuel assemblies from Surry Power Station Unit Nos. I and 2. This fuel would be stored in the spent fuel racks in the fuel pool at North Anna Power Station Unit Nos. I and 2.

The proposed changes to the North Anna Unit No. 1 Facility Operating License are provided in Attachment 1. The proposed changes to the North Anna Unit No.

2 Facility Operating License are provided in Attachment 2. This proposed action is described in the report attached hereto (Attachment 3), " Summary of Information In Support Of The Storage Of Surry Spent Fuel At North Anna Power Station Unit Nos. I and 2".

Attachment 4 to this letter has been determined to contain Safeguard Information and, as such, should be withheld from public disclosure as set forth in the provisions of $2.790(d)(1). This letter and Attachments 1, 2, and 3 are decontrolled when detached from Attachment 4.

This proposed change has been reviewed by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff. It has been determined that this change does not involve an unreviewed safety question as defined in 10 CFR 50.59.

We have reviewed this request in accordance with the criteria in 10 CFR 170.22. Since this request involves a safety issue which the Staff should be able to determine does not involve a significant hazards consideration for Unit 1 and a duplicate safety issue for Unit 2, a Class III license amendment t
