Review of the Ohio State and Local Radiological Emergency Response Plans, Site-specific to the Davis Besse Nuclear Power Plant In accordance with 44 CFR, Part 350, the Federal Emergency Management Agency (FEMA) Region V has completed an evaluation of the Ohio State and local Radiological Emergency Response Plans, ,

site-specific to the Davis Besse Nuclear Power Plant. This  ;

evaluation has been accomplished in accordance with the '

provisions of Section 350.11. Pursuant to Section 350.12, FEMA intends to make a finding and determination with respect to the h status of plans and preparedness in the vicinity of the Davis Besse Nuclear Power Plant by September 28, 1990.

The following attachments are for your review and discussion with members of your organization who are directly involved in the Regional Assistance Committee activity supporting FEMA Region V.

The attachments related to the FEMA Region V evaluation of the Ohio State and local Radiological Emergency Response Plans are:

Governor James A. Rhodes' request for a formal plan review from the State of Ohio, dated February 25, 1981; the Federal Register Notica dated April 13, 1981; the minutes from the April 30, 1987, Public Meeting; the final report, dated May 18, 1987, of the Davis Besse exercise conducted March 31, 1987; and the revised  !

Regional Director's Evaluation, dated August 5, 1987. Also included for your review is the letter of formal submission of the Ohio State and local plans for review, dated May 24, 1989, as S well as the memorandum from the Regional Director, FEMA Region V, dated August 3.0, 1989, supporting the State of Ohio's request for offsite radiological emergency response plan approval, site-specific to the Davis Besse Nuclear Power Plant.

Power Plant exercise evaluation is currently in draft form and is being finalized. However, members of the Regional Assistance Committee have already been provided the opportunity to review and comment on this draft exercise report. In addition, FEMA has determined that no issues were identified during the exercise that would prevent a finding of reasonable assurance for that site.

Station on February 25, 1981. After submittal to HQ, FEMA Region V identified an emergency planning zone (EPZ) issue and withdrew ~

it's recommended approval by HQ until the ten (10) mile EPZ issue i

On August 15, 1986, Governor Richard F. Celeste informed the U.S.

Nuclear Regulatory Commission (NRC) of his decision to withdraw support for the emergency response plans for the Perry Nuclear Power Station and the Davis-Besse Nuclear Power Station, pending a State review of the plans. The Governor ordered the review in light of the explosion and fire at the Chernobyl power plant, the Davis Besse incident of June 9, 1985 and the earthquake'near the Perry Nuclear Power Station on January 31, 1986. The Governor appointed a three-rember panel which conducted extensive meetings with the public and with experts from both the pro-and anti-nuclear community. Their findings were released in early 1987.

Region V,on August 5, 1987, submitted a revised Regional Director's Evaluation recommending approval of the site-specific, offsite REP plans for the Davis Besse Nuclear Power Station.

Governor Celeste, on May 24, 1989, submitted a written request to Region-V requesting FEMA approval of the site-specific, offsite REP plans for the Davis Besse and the Perry Nuclear Power Stations. This letter is attached for your files. Region V-supports the State of Ohio request that FEMA approve site

The required public meetings have taken place. The Region V Assistance Committee (RAC) determined that specific elements identified as inadequate in the August 5, 1987, submission are now adequate. The EPZ issue has.been resolved. The March 1987 exercise was successful and the preliminary findings of the August 1989 exercise indicate there are no deficiencies.

It l's my opinion that offsite REP planning for the Davis Besse Nuclear Power Station provides reasonable assurance that adequate protective measures will be taken in the event of a radiological emergency.
