Dear Mr. Cook:

I am writing in response to your letters dated June 7, 2004, concerning the Saxton Nuclear Experimental Station, the Kirtland Air Force Base (AFB), and the Connecticut Yankee Atomic Power Companys Haddam Neck site. The U.S. Nuclear Regulatory Commissions (NRCs)

March 5, 2004, letters to you provided notification that these sites have approved cleanup levels that exceed the levels in the Environmental Protection Agency/NRC 2002 Memorandum of Understanding on Consultation and Finality on Decommissioning and Decontamination of Contaminated Sites (MOU). Thank you for your feedback on the notifications.

Following site remediation activities at these sites, NRC staff will review information contained in the Final Status Survey (FSS) reports and compare the remaining levels of residual radioactivity to the MOU trigger levels. If the FSS measurements exceed the trigger levels of the MOU, consultation between the agencies will occur in accordance with the MOU.

If you have any questions regarding this letter or the decommissioning activities at Saxton, Kirtland AFB, or Haddam Neck, please contact Mr. John T. Greeves, Director of the Division of Waste Management and Environmental Protection, at 301-415-7437.
