Dear Rich:

This letter is to inform you that the Susquehanna Steam Electric Station is revising the 2002 Licensed Operator Requal Program to help improve its pre refuel outage training implementation.

When the program was originally implemented the plant was scheduled for fall and spring refueling outages on alternating years. The requal program years and associated annual examinations were scheduled for the January / February window each year.

With long run times and improved plant performance we now have all our refuel and inspection outages in the Spring.

To lessen the burden on the operators and training departments and to make more people available for pre outage requirements we want to move our annual exams and end of program years to the September / October window.

To do this in a systematic manner we will run our 2002 (second program year) that started after the Spring outage 4/15/02 for three training cycles and then enter the annual exam cycle in September 91h through October 18*".

The examinations will be based on the 2002 and 2001 program year contents for the written and operating exam. Note: LOR Requal Cycles 2001/2002 Schedules attached.

Following the 2002 Annual Exams the 2003 and 2004 program years will start and the programs will continue on this schedule with exams in the September/ October window with the only open time to be the annual refuel shutdown period which falls in the March

/ April windows.

The items that are not covered in the abbreviated 2002 schedule will be covered in the 2003 schedule. So on a calendar basis all items that would have been covered will be covered. There are no deletions in the schedule, only rearrangements.

All symptom-based EOPs will be trained on in the abbreviated 2002 schedule.

The next 2 year program will be 2003 and 2004 (see attached proposed drafts) and they are full years with ending cycles being annual Exam Cycles. 2003 will be an Operating test and 2004 will contain a biannual written exam with the annual operating test.
