-Gentlemen:

This letter provides information in accordance with 10 CFR 50.54(p)(2) concerning a change at Wolf Creek Generating Station (WCGS} affecting the -WCGS Physical Security Plan. The attachment to this letter provides a description of this change and a justification for the change.

The- changes identified in Attachment I will be incorporated into the WCGS Physical Security -

Plan -by April 30, 2004. These changes implement the January 7,- 2003. NRC Order for Compensatory Measures Related to Access Authorization and identify a change to the facility.

These changes do not reduce the effectiveness -of the WCGS Physical Security Plan, -the Safeguards Contingency Plan, or the Security Training and Qualification Plan. Attachment 2 identifies commitments contained In this correspondence.- - -

Pages Affected: Physical Security Plan, Figure 3.1-1.

Change: Figure 3.1-1 will be revised to show additional fencing placed in the outer isolation zone of the protected area.

Reason for Change: Additional fencing has been installed in the outer isolation zones. This fencing enhances the protective strategy and provides additional protective measures to delay unauthorized personnel from entering the protected area.

Justification: This change has been evaluated in accordance with 10 CFR 50.54(p). Based on this evaluation, this change does not reduce the effectiveness of the Physical Security Plan, the Safeguards Contingency Plan, or the Security Training and Qualification Plan.

Change 2:

Pages Affected: Physical Security Plan, page 1-9 Change: WCNOC will utilize NEI 03-01 Nuclear Power Plant Access Authorization Program," as required by the January 7, 2003, NRC Order for Compensatory Measures Related to Access Authorization (Order). WCNOC previously used Regulatory Guide 5.66 and NUMARC 91-03 for guidance in this area.

Reason for Change: Implementation of the January 7, 2003, Order.

Justification: This change results from the requirements imposed by the January 7, 2003, Order. This change has been evaluated in accordance with 10 CFR 50.54(p). Based on this evaluation and the requirements of the Order, this change does not require prior NRC notification.
