Shutdown (TAC Nos. MF0727 and MF0728)

Attachments: Prairie Island - Request for Additional Information Regarding ECCS Shutdown (MF0727 and MF0728).pdf Mr. Anderson By a letter dated February 20, 2013 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML13053A199), as supplemented by letter dated June 25, 2013 (ADAMS Accession No. ML13178A024), Northern States Power Company, a Minnesota corporation doing business as Xcel Energy (NSPM, the licensee), submitted licensing amendment requests for Prairie Island Nuclear Generating Plant (PINGP), Units 1 and 2. The proposed amendments would revise the Notes for Limiting Condition for Operation (LCO) 3.5.3 of Technical Specification Section 3.5.3, ECCS - Shutdown for PINGP, Units 1 and 2.

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed the information provided by NSPM and has determined that additional information is needed to complete the review. On June 16, 2014, the NRC staff forwarded, via an electronic mail, a draft of the requests for additional information (RAIs) to the NSPM staff.

On June 18, 2014, the NRC staff and representatives of NSPM held a conference call to provide the licensee with an opportunity to clarify any portion of the draft RAI and discuss the timeframe for which NSPM may provide the requested information. The attachment to this electronic mail contains the finalized RAIs. Your staff agreed to response to the finalized RAIs no later than August 22, 2014.

Please note that review efforts on this task are being continued and further RAIs may develop.

Finally, please dont hesitate to contact me if you have any additional questions or concerns.

Sincerely, Scott P. Wall, PMP, LSS BB, BSP Senior Project Manager Plant Licensing Branch III-1 Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation 301.415.2855 Scott.Wall@nrc.gov 1

RAI-ECCS-01 Please provide an in-depth discussion to support use of a cold leg temperature of 218°F.

Include consideration of the actual temperature requirement that is at the hot leg, the previous documentation of 226°F, and use of 200°F for the hot leg temperature that is addressed in the precedent referenced (ADAMS Accession No. ML12206A057).
