JIC Management Page: 5 of 44 1.0 PURPOSE This procedure describes the Joint !nformation Center (JIC) and its lead role in providing timely and accurate emergency information to the public and conducting public information an<;:! media relations activities. {R-5.1.1}

The procedure section specifies the actions that apply to all Energy Northwest personnel responding to the JIC for activation and operation of the center.

This procedure also describes the news coordination process that will be used by the agencies and jurisdictions reporting to the JIC and the administrative support that will be provided by Energy Northwest. * {R-5.1.2}, {R-5.1.3}

2.0 DISCUSSION 2.1 Joint Information Center (JIC) - The primary functions of the JIC are to act as a joint news release center and to coordinate among those present the release of official emergency information to the public. Activities in the JIC include regularly scheduled news conferences, interviews with agency and facility spokespersons, coordination of news releasesl, and phone team response to both public and media inquiries for emergency information.

2.2 Primary goals of the JIC:

Ensure timely and accurate emergency information regarding the status of the emergency event and protective actions for the public.

Provide information to the public through news releases and during news conferences and/or briefings. .

  • Conduct these activities cooperatively with the offsite agency representatives in the JIC.

  • Ensure all news conference participants have the opportunity to participate in a joint session to coordinate news and prepare for the conference. {R-5.1.1}
  • Ensure timely release of accurate information to the public and media on Energy Northwest activities and actions resulting from the emergency event. {R-5.1.1}
  • Track rumors and misinformation and ensure, if possible, that correction*s are made.

  • Working from status information, news releases, chronologies, fact sheets, news conference notes, and other written materials that may be available from offsite response agencies, responds to calls from the media or public. {R-5.1.1}
  • A designated company spokesperson will collaborate with the EOF PIO, HP Spokesperson, and Technical Spokesperson, who communicates with other emergency centers on the JIC Information Network phone link. {R-5.1.3}

JIC Management -- Page: 6*of 44 2.3 JIC Manager and management team have full authority to modify this guidance for Energy Northwest personnel should the situation warrant modification. Such changes should be consistent with meeting the above listed goals of the JIC.

2.4 Offsite agencies represented in the JIC participate in the news coordination process. They review news releases and proposed news conference information prior to distribution to media _

representatives.

2.5 Collaborating with the EOF PIO, HP Spokesperson, and Technical Spokesperson the JIC Spokesperson, as directed by the JIC Manager, serves as the Energy Northwest spokesperson, providing timely and accurate information during news conferences conducted at the Joint Information Center. {R-5.1.2}, {R-5.1.3}

2.6 The Public Information Officer (PIO), with the assistance of Administrative Support staff, prepare news releases and transmit to the News Release Editor in the JIC for distribution.

2.7 The JIC Phone Team will remain operational for the duration of the event or until the media and public inquiry rate may be handled by Public Affairs. {R-5.1.1}

3.0 RESPONSIBILITIES

JIG Management Page: 16 of 44 PREPARATION OF FIRST ENERGY NORTHWEST NEWS RELEASE Responsibility: JIG Manager, Assistant JIG Manager

1. The first news release announces the classification of an emergency event at Columbia Generating Station and is the primary means by which local and regional media are notified of the event.
2. The news release should be prepared following the guidance found in the JIG Manager's resource book. This guidance is replicated in the positional binders of the Assistant JIG Manager- News Release Coordinator, News Release Editor, and the EOF PIO.
3. The primary elements of the text of the news release include the following:

Date.

Time that release is distributed (use civilian time).

Release Number (should be number 1).

Classification and brief summary of what the classification means .

  • Several statements describing the event, plant status, and other information that is readily available regarding response and actions being taken to mitigate event.

If an Alert or higher emergency classification, a statement that emergency centers are being activated and more information will be provided as it is available. If staff has arrived to support phone calls from the media, include a phone number that should be used, such as Media Phone Team at (509) 372-5100 or Public Phone Team at (509) 372-5011.

5. When informed that a news conference is about to begin , select Button 3 on the video switcher and operate the camera controller joystick (angle of view) and zoom controls (labeled "Near /Far) to obtain a suitable perspective and picture.
a. Vary the angle and zoom periodically during news conferences, as desired .
  • b. If desired to listen to the news conference audio, un-mute the TV monitor and adjust the volume accordingly.
6. At the conclusion of the news conference , either:
a. Return the TV system to the Display Generator slide show (preferred) (video switcher button 1), or
b. Select Blue Screen (video switcher button 2) on the video switcher.

NOTE: The video switcher is a static switch and has no external power source.

7. At the conclusion of the event (drill, exercise or actual event), turn off TV monitor and camera surge protector (power strip), and select button 2 (OFF) on the video switcher.

The following steps provide instruction to successfully use the Rumor Control Board in the Joint Information Center.

NOTE: Any SONY-TV remote will operate any LCD Sony TV in the JIC. You may need to stand very close to the TV you want to operate in order to control only that TV.

1.0 Using the SONY TV remote control located in JIC Cabinet #3, turn the Rumor Control display screen on .

  • If necessary, select the TV operating mode for PC input, by using the TV remote as follows :

o Select Home o Select External Inputs o Scroll down to PC o Select PC 2.0 Logan to the computer and login using your personal user ID and password. Do not use the generic profile accounts set up for the Internet News Monitor function on the Rumor Control Board PC.

3.0 Open up Excel and find the file titled "Rumor Control Log TEMPLATE.xis" in the "Groups on Domain1, Emergency Preparedness, JIC, Rumor Board" location and open it:

3.1 Immediately Save the File as another name so the template is usable for future drills, exercises, or events.

3.1.1 To do this click on File, Save As, and enter another name. It is recommended that you use the date of the drill, exercise, or actual event you are participating in. For example, if you are responding on 12/15/08 for a drill, then the recommended file name is 12/15/08 ERO Drill.xis. Files associated with Rumor Control should be saved in the Rumor Control folder .

JIC Management Page: 41 of 44 3.4 .3 After successfully moving the file so it displays on the Rumor Control Monitor in the JIC Phone Team area , click on the Maximize button (..QJ) . At this point the file should fully display on the screen. You can change what appears on the monitor by scrolling through the document on the screen itself. Typically, you will want to display the most recent Open rumors.

3.5 When new data needs to be entered in the Rumor Control Log , it is easiest to click the Restore Down button on the file (on the Rumor Control screen itself), and drag the file to the left in the same manner as you did in step 3.4.2 above. The only difference is that you will drag the file to the left so it appears on your computer monitor. This allows for easier data entry as opposed to trying to update the file on the monitor in the front of the room . After updating the data, save the file, and move it back to the Rumor Control monitor in the JIC Phone Team Area as described in step 3.4.2.

3.6 The following steps provide instruction for updating the log with rumors as they are provided to you.

3.6.1 As you receive Rumors, enter them in the log in a similar format to that shown below. In the example below, the rumor is entered in regular text. The response provided to the individual who inquired about the rumor is shown in italics. The closure to the rumor is shown in blue .

  • 3.6.2 3.6.3 Indicate whether or not the rumor is true by placing an "X" in either the T (true) or F (false) column of the Rumor Control Log .

Closure information should be a reference to the formal communication method used by JIC management to dispel the rumor.

JIC Management Page: 42 of 44 3.7 After you have entered a new rumor in the Rumor Control Log, the rumor should be forwarded to the appropriate individual on your team to gather information to respond to the rumor.

3.8 After entry of rumors or updates to rumors, be sure to save your work and remember to display the Log on the actual monitor in the JIC Phone Team Area. The Rumor Control Log also displays in the JIC command area. In this manner, all JIC personnel who fill a spokesperson function are keptinformed of new rurnors and their status oh a real-time basis.

3.9 Periodically, print the log and provide it to the appropriate members of your team so they can use the information to help craft key communications and messages to dispel rumors.

3.10 When requested by the Assistant JIC Manager (Press Conference Moderator) or other JIC Management, print a copy of the Rumor Control Board Log for their use in preparing for press conferences.

3.11 Prompt JIC management if there are open rumors that require a response.

3.12 Return the SONY TV remote control to JIC Cabinet #3 upon termination of the drill or event.
