Control Room Operation and Shift Manager Duties Page: 4of11 1.0 PURPOSE To describe the responsibilities of the Shift Manager, Control Room Operators, and Shift Technical Advisor, and actions to be taken in the event it becomes necessary to activate and operate the Control Room as an emergency response facility during an emergency.

2.0 DISCUSSION 2.1 Precautions 2.1.1 The Shift Manager is responsible for plant operations and during an emergency will be in charge of directing the activities of on shift personnel in taking those actions necessary to mitigate the emergency conditions. The Shift Manager is the ultimate authority in prioritizing and initiating all phases of plant operations. {R-5695}

2.1.2 Once emergency operations commence and EPIPs are entered, normal work control practices are superseded by EPIP repair team work task methodology. Refer to Repair Team Briefing I Debriefing Form 25560, for a list of minimum requirements to consider for normal process deviations. These process deviations are authorized in response to an ALERT or higher classification, or when Emergency Maintenance is declared by the shift manager. When the emergency is terminated or recovery operations begin, normal work control practices are reinstated. {AR-281652}

2 ..1.3 Once emergency classification occurs recovery actions not specifically authorized by plant procedures which have a potential for radioactive release to the environment require Emergency Director concurrence.

. 2.1.4 In the event of major seismic activity or flooding that affects ERO response to Columbia Generating Station or renders the MPF unavailable to the ERO, refer to ABN-SITE-ACCESS.

2.1.5 In the event a major event occurs at the Columbia Generating station requiring staging areas for offsite emergency responders and a triage area for treatment of multiple casualties, the following should be considered: {C-12560, C-12564}

  • Two staging areas have been identified for use by emergency responders to a catastrophic event at Columbia. The Kootenai building is identified as the primary staging area. The Industrial Development Complex (IDC) is designated as the secondary staging area. Both staging areas have adequate parking, electrical and water hookups, restroom facilities, communications, command and control, briefing areas, and sleeping areas if needed.
  • The decision on which staging area to use should be based on accessibility, wind direction and radiological conditions. The Local Law Enforcement Agencies will be staged at the Security checkpoint until they can be brought on site .

  • If a triage area is needed inside the Protected Area, Building 9 (Palouse) and Building 88 (Okanogan) should be considered. If a triage area needs to be set up outside the Protected Area, the Roosevelt Room in Building 64 (Willamette) should be considered.

2.2

  • Security Considerations 2.2.1 The authority to temporarily suspend affected security measures is given to the

. Columbia Generating Station Emergency Director.

2.2.2 Affected security measures may be suspended per 10 CFR 50.54(x) and 10CFR50.54(y) in an emergency when this action is immediately needed to protect the public health and safety and no other immediately apparent action, consistent with the Columbia Generating Station license conditions and technical specifications, can provide adequate or equivalent protection. Suspension of security measures must be approved as a minimum by a licensed senior reactor operator before taking this action. {R-20124}

2.2.3 During severe weather affected security measures may be suspended when immediately needed to protect the personal health and safety of security force personnel and no other immediately apparent action consistent with the license conditions and technical specifications can provide adequate or equivalent protection. This suspension ofsecurity measures must be approved, as a minimum, by a licensed senior operator, with input from the security supervisor or manager, before taking this action. {R-20125}

2.2.4 The temporary suspension must be approved by the Emergency Director prior to taking the action unless a life-threatening situation exists and there is insufficien_t time to obtain prior approval. {R-20124}

2.2.5 If security measures are temporarily suspended, the NRC Operations Center should be notified as soon as practicable, and in all cases, within one hour of the occurrence. Upon restoration of security measures, the NRC Operations Center shall be notified as soon as practicable. Refer to PPM 13.4.1. {R-20127}

2.2.6 Suspended security measures must be restored as soon as practical. {R-20126}

2.3 Emergency Director Function 2.3.1 The Emergency Director (ED) is the Energy Northwest individual on site at all times who shall have the authority and responsibility to immediately and unilaterally initiate any emergency actions. {R-5708}

Control Room Operation and Shift Manager Duties Page: 6 of 11 2.3.2 If the Emergency Director becomes incapacitated or is not immediately available, a licensed senior reactor operator familiar with the circumstances surrounding the emergency situation has the authority to temporarily suspend the affected security measures. {R-20124}

2.4 STA Function 2.4.1 The Shift Technical Advisor (STA) qualified individual should stay abreast of plant activities and status. The STA qualified individual evaluates the risk associated with planned plant activities and advises shift management on actions to be taken to minimize the associated risk. When appropriate, the STA qualified individual should advise shift management on technical matters.

2.4.2 When the STA qualified individual is performing a dual role as the Shift Manager or Control Room Supervisor, another SRO qualified Incident Advisor shall be on shift to provide independent oversight of plant activities and status, and to assist the Shift Manager in emergency response activities. This individual may be the Shift Support Supervisor (SSS), if SRO qualified.

2.4.3 The SRO qualified Incident Advisor/SSS shall be on shift in all modes when the STA function is provided by the Shift Manager or Control Room Supervisor. The Incident Advisor is another SRO present to advise and assist the Shift Manager on emergency response actions such as emergency classifications and notifications, protective action recommendations, and off-site dose assessment.

TSC Manager Duties Page: 4 of 8 1.0 PURPOSE This procedure provides instructions for the duties and responsibilities of the Technical Support Center (TSC) Manager and the TSC Manager's Secretary during declared emergencies.

2.0 DISCUSSION 2.1 General

2. 1.1 The Emergency Director (ED) is the Energy Northwest individual on shift at all times who shall have the authority and responsibility to immediately and unilaterally initiate any emergency actions.. {R-5708}

2.1.2 The Shift Manager will normally act as ED when an emergency classification is initially declared. ED responsibilities will transfer from the Shift Manager to the TSC Manager or the EOF Manager depending upon time of facility activation.

2.1.3 The TSC Manager is responsible for the plant management function during an emergency and will be in charge of directing plant activities in support of Control Room operations. The TSC Manager has the authority to implement any plant action deemed necessary to mitigate the emergency conditions. Refer to Repair Team Briefing I Debriefing Form 25560, for a list of minimum requirements to consider for normal process deviations. 2.0 DISCUSSION 2.1 General 2.1.1 The Emergency Director (ED) is the Energy Northwest individual on shift at all times who shall have the authority and responsibility to immediately and unilaterally initiate any emergency actions. * {R-5708}

2.1.2 The Shift Manager normally acts as the Emergency Director when an event is first declared. Emergency Director responsibilities will transfer from the Shift Manager to the TSC Manager or the EOF Manager depending upon time of facility activation.

2.1.3 An Assistant EOF Manager from another ERO team may serve as a qualified EOF Manager in the event that personnel assigned to the EOF Manager qualification group are unavailable.

2.1.4 The Emergency Director will (or designate an individual to) provide a briefing to the NRC site response team upon arrival. {R-1584}

EOF Manager Duties Page: 9of13 NRC SITE TEAM INTEGRATION Introduction Following an Incident of National Significance, typically associated with General Emergency classification, or Alert or higher for terrorist events, the NRC will assume the role of the Federal .

Coordinating Agency under the National Response Plan. As Coordinating Agency, the NRC responsibilities include (1) performing an independent assessment of the safety of the facility; (2) evaluating licensee protective action recommendations; (3) performing oversight of the licensee (monitoring, advising, assisting, and/or directing); (4) supporting and coordinating with State and local authorities and OHS; reporting information to appropriate entities including the media and the public.

When the severity of an incident warrants full response capabilities by the NRC, the NRC escalates to an Expanded Activation mode. The expanded activation allows the NRC to better be able to perform their responsibilities. In the expanded activation mode, the NRC will dispatch an NRC team of

  • technical experts to the licensee's site. The site response is led by the NRC Site Team Director.

Following the NRC Site Team integration into the EOF, TSC, and JIC, the NRC Site Team Director will confer with NRC Operations Center which may delegate command of the incident to the Site

  • Team Director. This is essentially a delegation of NRC Commissioner duties to the Site Team Director and is not necessarily an automatic result. The Site Team Director assumes supervision of NRC personnel, represents NRC in interactions with other agencies, and decides what response actions must be taken following delegation authority.

The key members of the Site Team include, in addition to the Site Team Director, the Technical Assessment Branch Leader, Protective measures Branch Leader, Security/Safeguards Branch Leader, Response Branch Leader, Liaison Leader and the Public Information Leader. Each of the Branch Leaders reports to the EOF with the exception of the Public Information Leader who reports to the JIC. Each Branch Leader also has a staff reporting to them. The Site Team will also include the NRc*senior Resident Inspector in the TSC and the Resident Inspector in the Contro.1 Room.

The NRC Site Team is here as part of the response team and is not here as a regulator.

Emergency Classification Actions At Unusual Event:

Following declaration of an Unusual Event, Energy Northwest will initiate a notification from the Control Room to the NRC Operations Center. The call to the NRC must be completed within sixty minutes following the emergency classification ..

The NRC Operations Center will notify the Regional Duty Officer who is typically a Branch Chief and the Region goes into a monitoring mode. The Regional Duty Officer will initiate a conference call /

briefing which may include the Utility. Following the briefing, the Utility may drop off the call or may be asked to maintain an open line.

Action: No NRC Integration actions are required by the EOF, TSC, or JIC at Unusual Event.

Following the Alert classification, the Incident Response Team will form at the Region. The Base Team at the Region consists of Technical Assessment and Liaison personnel. The Base Team is in command of the NRC response to the event and will perform the following:

  • Contact the State of Washington to assess their needs.
  • Activation of the Reactor Safety Counterpart Link with the Senior Resident in the TSC.

No actions are required by the Energy Northwest EOF, TSC, or JIC to integrate the NRC at this level.

The EOF may be requested to activate the Management Counterpart Link (MCL) phone bridge. MCL participants will include NRC personnel from the region as well as the NRC Operations Center and NRC Headquarters.

At Site Area Emergency:

Following declaration of a Site Area Emergency, the Region will transition into Expanded Activation.

Expanded activation will include the addition of the Protective Measures team. Both the Protective Measures Counterpart Link and Reactor Safety Counterpart Link bridges will be activated with the Region and NRC Headquarters .

  • Following activation of the NRC EOC, the NRC Headquarters will take over command of the NRC response; however, the Region remains connected by phone bridge and data streams.

Action: The NRC may request Energy Northwest to staff Health Physics Network (HPN) bridge with a dose assessment specialist or REM. It is the responsibility of the EOF REM to identity* an individual to staff the HPN line.

Action: Following activation of the Management Counterpart Link phone bridge, the Emergency Director will be requested to connect to this bridge.

The NRC will activate* the Management Counterpart phone bridge which will connect the Region and Headquarters. There is an expectation that the utility will stay connected to the bridge but may leave or put the line on hold to address ERO functions. There are dedicated Management Counterpart phones available in the TSC and EOF. The utility will be expected to provide key utility contact names and phone numbers as well as provide status updates.

Action: Integrate NRC into EOF If a Site Team is dispatched, they will receive routine updates while en route to the site via telephone or other wireless devices. Once the Site Team arrives in the area, they will contact the EOF for access protocol, routing recommendations, release information that could impact their response or other logistics. The Site Teams members NRC identification (badge) is sufficient for access to the site; however, the NRC vehicles are subject to the random security search process .
