) BRANCH MOTION TO EXPEDITE APPEAL The Citizens for an Orderly Energy Policy, Inc. (Citizens) hereby requests that its appeal in the above captioned proceeding be expedited. With the papers accompanying this motion, Citizens is appealing the July 28, 1983 decision of the Atomic Safety and Licensing Board which denied Citizens' request to participate in the emergency planning phase of this hearing under 10 C.F.R. S 2.714 (1982).

Citizens seeks expedited review of the decision to avoid the possibility that its participation in the hearing would delay the proceeding should this appeal be granted. Citizens' status in this proceeding should be determined as soon as possible so that it can timely fulfill any pretrial obligations which may be imposed.

For these reasons, Citizens respectfully requests that this Appeal Board consider Citizens appeal as soon as possible.
