We have completed our review of the Environmental Report concerning the Susquehanna Steam Electric Station Units One and Two. Our comments do not include any items involving radiation as Dr. Bettenhausen, our regional specialist, has not had the opportunity to complete the reading of the three volume document. His comments may be expected by the end of June.
Our concerns are as follows:
- l. On page 2.4-10, volume two, the topic of heavy metal concentrations in the Susquehanna River is described. Some of these parameters already exceed the toxic limits for aquatic organisms. In the normal operation of the plant water will be lost due to evaporation. This evaporative process will probably concentrate these metals to a greater degree.
On page 3.3-3, volume two, it is also mentioned that this evaporative loss of water will concentrate the dissolved river salts to a degree where they may become insoluble. The applicant has stated that he will acidify the waters to convert the salts to more soluble form.
The text also relates that the blowdown limits the concentration of salts to less than four times the river concentration.
If the river water concentration of heavy metals and other dissolved salts, are, at the present time, greater than the recommended levels, concentrating them thr ough evaporation to almost four times ambient levels may result in environmentally unacceptable impact on the ecosystem.

It is related on this page that during an emergency, in order to reduce the formation of chemical scale on heat transfer surfaces, sulfuric acid and a "proprietary organic phosphate" may be added batchwise to the spray ponds. spray pond will pass over a level control weir and return to the river via the diffuser. The impact of the addition of phosphates and acid to the spray ponds with ultimate discharge directly into the river should be discussed in detail.
- 3. It has been noted that figures in volume two, specifically figures 3.4-3 and 3.4-4, do not show a scale for the map or dimensions on the plans for the intake structure. It is very possible that there are other charts within the report that lack these important features.
A careful check should be made to determine the completeness of all figures and tables throughout the document We thank you for the opportunity to review the environmental report.
