. Construction Permit CPPR-137 On March 19 1980, Illinois Power Company verbally notified Mr. E. Schweihinz, NRC Region III, of a reportable deficiency per 10CFR50.55(e) . We have since investigated the matter ant" herewith . confirm and report on a deficiency in the Clinton Powar Station Unit 1 activities in accordance with 10CFR50.55(e)(3) .

Deficiency - (per 10CFR50.55(e)(1)(i)

A breakdown was disclosed in the General Electric Company (GE) .

C&ID quality system. Improper or inadequate QA documentation was provided for some safety related equipment (local panels) which had been delivtred to the site. GE had recognized that the Clinton local panels were conditionally released for manu-facture and conditionally released for shipment due to lack of qualification. Nevertheless, for eight of the local panels de-livered, the documentation for product quality certification (PQCs) did not acknowledge this conditionality and thus reflect a breakdown in the quality assurance system.

Corrective Action Corrective actions have already been initiated. The following actions are underway by General Electric Co. to minimize the possibility of a recurrence of the deficiency and to assure continued compliance to regulatory requirements.

1.  ?QCs for the local panels involved have been revised to indicate conditional releases.

2. A review will be made of all PQCs for panels of the above types (safety related devices conditionally released for lack ~of qualification) to assure that no discrepancies exist. ._

3.- Personnel will be reinstructed as to proper procedures 'for PQC preparation, especially when conditional releases exist.

Safety Considerations The corrective actions taken assure that: the local panels involved in this deficie:cy now have been properly documented and controlled; that greater recognition will be given to product quality certifi-cation requirenents and that conditional releases will properly reflect any inconplete product . qualification.

Telephone communication today with Mr. H. Wescott, NRC Region III confirmed extension of the 30-day reporting period. We trust that the inforcation provided in this report is sufficient for your analysis and evaluation of the deficiency and the corrective action.
