Dear Mr. Keppler:

Clinton Power Station Unit 1 Docket No. 50-461 Construction Permit CPPR--137~

On May 12, 1980, Illinois Power Company verbally notified Mr.

H. M. Wescott, NRC Region III, of a potential reportable deficiency per 10CFR50.55(e).

We advised Mr. Wescott that eight (8) concrete e= beds which provide lateral support for the RHR heat exchangers did not meet the designer's specification and two of these embeds had been placed in the wrong location.

Our investigation of this matter has not been completed.

How-i ever, it appears at this time that the defici ncy is reportable in i

e accordance with the requirements of 10CFR50.55(e).

We need ap mately -two more we4ks to complete our investigation, at which' proxi-time we will prepare a final report for submittal to the NRC.
