On February 29, 1980, Illinois Power Company verbally notified

Mr. Frank Jablonski, NRC Region III, of a potential reportable

!. deficiency per 10CFR50.55(e). We reported at that time that IP had

,-l learned of- a potential deficiency on Clinton Unit I when we were

advised that an error was found at Sargent & Lundy (S&L) , the architect-engineer, which involved the use of an incorrect soil characteristic value as design. input to a computer model for developing building response spectra.

Illinois Power has continued to investigate the impact of.

this error. Presently, not enough information is available to

, evaluate the impact or significance of this error, or the determi-nation of the reportability of the potential deficiency.

This letter confirms the verbal communication made today to

Mr. H. Wescott, NRC Region III, and is intended to serve as an

! interim report on this potential deficiency. We shall continue i our investigation of this error and will keep you apprised of our '

determination as early as feasible.
