Dear Sir:

The enclosed General Electric document (NE00-24855),

provided as Attachment 1, describes an extended burnup program for two of five special test assemblies originally inserted into Quad Cities Unit 1 at the beginning of Cycle 2 (Reload 1) in 1974 as part of an EPRI/GE/ CECO test program for mixed oxide fuel. Commonwealth Edison currently plans to utilize in Cycle 6 (Reload 5) only one of the four mixed oxide assemblies which have reached normal discharge criteria. The fi f th (low burnup) assembly is also included in the reload core, once again in a peripheral location.

Commonwealth Edison has concluded that there are no unreviewed safety questions with respect to the additional cycle of operation planned for the high burnup assembly. Approval of an extended exposure MAPLHGR curve will be necessary, however, prior to achieving a core average exposure of 4,000 MWD /t into Cycle 6.

Pursuant to 10 CFR 50.59, the proposed revision to the Quad Cities Unit 1 Technical Specification figure for the mixed oxide fuel type is enclosed (Attachment 2) for your review. Also enclosed is the revised page o f NEDO-24146A, the current LOCA Analysis Report for Dresden and Quad Cities (Attachment 3).

Although the special assembly will operate beyond 40,000 MWD /st peak pellet exposure, this issue has been addressed generically in Reference (a) and was reviewed and approved by the NRC staf f in Reference (b). Results of specific evaluations for this assembly are contained in NEDO-24855. Attachment 4 is provided to supplement the Section 2.1 discussion of margin to the 1% plastic strain safety limit at higher burnups.

As indicated on the previous page, the high burnup assembly

will not reach planar average exposures beyond the current MAPLHGR curve until midcycle, at which time approval of Attachment 2 would be required to continue operation. Preliminary indication of the acceptability of the proposed change is necessary as soon as possible, however, to avoid serious impact on unit operation should an objection be raised subsequent to loading and/or operating the special asseably. Startup could begin as early as the first week of December with the vessel internals in place as early as November 38, 1980.

The proposed change to the Technical Specifications has received on-site and off-site ieview and approval.

Pursuant to 10 CFR 170, Commonwealth Edison Company has reviewed the proposed change and determined it to be one (1) Class III Amendment. As such, a fee remittance in the amount of $4,000.00 is enclosed.
