Dear Dr. Murley:
In 1990, Quad Cities Station initiated a formal program to enhance the Station's performance in various aspects of plant operation. Necessa mprovements to the Technical Specifications were identified as cne of the Station's t rio issues. A "lochnical Specification Upgrade Program" was chartered to identi the needed improvements and to develop the necessary Technical Specifications amendment packages required for submittal to the NRC.
At this point, proposed changes to all sections of the Quad Citles Units 1 and 2 Technical Specifications, developed under the ' Technical Specification Upgrade Program",
have been submitted to the NRC.
An amended Technical Specifications, Appendix A. " Table of Contents" resulting from the pro aosed changes submitted under the Technical Specification Upgrade Program Is included as inclosure (A).
For compatibility with the format of the proposed r nngm & tppendix A, the existing Technical S ecificatlans, Appendix B,' Environmental Protec *an Arc for Quad Cities tlnits 1 and 2 have een combined into one document, retyped and I. 'i nu coin as Enclosure (B).
These enclosed changes reflect the consolidation of us ~ s'able of Nntents" and Appendix B from each unit. As such, these are administrath>e changes.
