Pursuant to 10 CFR 50.59, Comed has changed the Bases ofFacility Operating Licenses DPR-29 and DPR-30, Appendix A, Technical Specifications, Bases for Section 3/4.9.E.
The change clarifies the purpose of Surveillance Requirement (SR) 4.9.E as verifying the correct breaker alignment. This allows alternate correct but other-than-normal breaker alignments to be controlled by other Technical Specifications and administrative controls, as described in Reference (d), Quad Cities Station's response to Generic Letter l
91-11.

. March 3,1997 The bases for SR 4.9.E included the statement "The surveillance requirements verify the A.C. and D.C. electrical power distribution systems are functioning properly, with al the required circuit breakers closed and the buses energized from normal power."
Neither SR 4.9.E, LCO 3.9.E, nor Action 3.9.E.1 or 2 mention energization from normal power. Reference (a) approved a submittal for Section 3/4.9 that included the words
" with tie breakers open both between redundant buses within the unit and betreen units...," but Reference (b) approved a change to that submittal which removed those i
words. In Reference (b), the NRC noted that detailed breaker lineup requirements are not required to be in the Technical Specifications, and can be controlled by administrative controls. These controls are detailed in the Station's response to GL 91-11.
In support of the proposed change to the Technical Specification Bases, Comed has performed an evaluation pursuant to 10 CFR 50.59, and determined that an Unreviewed Safety Question does not exist. This Bases change has been reviewed in accordance with Quad Cities procedures. The marked up and revised Technical Specification Bases pages are attached.
