Pursuant to 10 CFR 50.90, Comed proposes to amend Appendix A, Technical Specifications 4.9.A.8.h, of Facility Operating Licenses DPR-29 and DPR-30. The purpose of this amendment request is to correct an error in Surveillance Requirement 4.9.A.8.h. In the Reference (n ;abmittal, Comed proposed a revision to the diesel generator endurance test surveillance requirement to reflect the plant design basis. This amendment request was approved by the NRC Staffin Reference (b). As noted in the Reference (a) cover letter, the required diesel generator load during the initial two hours of the subject endurance mn was proposed to be between 2730 kW and 2860 kW (changed from 2625 kW and 2750 kW).
This change was correctly noted in the marked up Technical Specification pages provided in Reference (a); however, the change was omitted from the re-typed pages.
The proposed Technical Specification Amendment is subdivided as follows:

Attachment A gives a description and safety analysis of the prc, posed changes.

Attachment B includes the proposed changes to the Technical Specifications pages, including marked-up versions of the current pages.

Attachment C describes Comed's evaluation performed in accordance with 10 CFR 50.92 (c), which confirms that no significant hazards consideration is 240006 inv lved. In additi n, Comed's Environmental Assessment Applicability Review is included.

Comed requests NRC approval of this request prior to April 17,1997. Approval of this amendment will support performance of the diesel generator surveillance tests during the i
upcoming Unit 2 refueling outage (Q2R14).
To the best of my knowledge and belief, the statements contained above are true and correct. Description of the Proposed Channe l

Description and Bases of the Current Operatine Licenseffechnical Specification Reauirement Technical Specification Surveillance Requirement 4.9.A.8.h requires performance of a 24-hour endurance run of the Emergency Diesel Generator (EDG). The first two hours of this test are to be performed at a load between 2625 kW and 2750 kW. This was irtended to reflect 110% of the design load. At the time of the original TSUP submittal the Final Safety Analysis Report (FSAR) stated the EDG design load as 2500 kW. During the Updated Final Safety Analysis Report (UFSAR) rebaseline project, the diesel generator design load was revised to 2600 kW to clarify a discrepancy between the FSAR and the actual plant configuration. A license amendment to address this issue was originally proposed in the Reference (a) submittal; however, the change was inadvertently omitted from the re-typed pages. Technical Specification Surveillance Requirement 4.9.Ath was noted as not being required to be performed until the upcoming Quad Citics Unit 1 and Unit 2 refueling outages.
