Subject:

Docket No. 50-394, License No. R-121 , p.

Dear Sir:

//g -

California Polytechnic State University holds License No. R-121 to operate an AGb201 training reactor on its campus at San Luis Obispo, California.

The continued use of this reactor in the University programs is no longer justified, so the decision has been made to shut down, decommission, and remove the reactor from the Mechanical Engineering Laboratory.

At this time no other school has expressed an interest in receiving this reactor; however, we have written the attached Dismantling Plan to be general enough to allow transfer of the AGN to another NRC-licensed facility or to the U.S. Department of Energy for disposal without a further modification of the plan.

California Polytechnic State University proposes to remove all radioactive materials (including activated components, if any) from the reactor.and store them at CPSU until suca time as scoe other university is interested in relicensing it, or to dispose of the various non-radioactive components as permitted.

The reactor is still in a potentially operable conditica. All of the U-235 fuel is in the core and the fueled control rods are in storage and available if needed. The control instrumentation is connected and operable.

The enclosed Dismantling Plan discusses the procedures to be used, and the precautions to be employed to protect the health and safety of both the personnel invohed and the general public. Appendix A gives a general description of an AGN-201 reactor. The operational history of the reactor is given in Appendix B.

As explained in Appendix C of the enclosure, the resultant radiation levels frcn the fission products in the fuel will be less than 2 mr per hour at one foot from the unshielded core.
