Dear Mr. Denton:

PROPOSED AMENDMENT TO OPERATING LICENSE NPF-7 NORTH ANNA POWER STATION UNIT No. 2 Pursuant to 10CFR50.90, the Virginia Electric and Power Company requests an amendment to Operating License NPF-7 for North Anna Power Station Unit No. 2.

The proposed change is enclosed.

This request confirms recent telephone conversations with the NRC Staff con-cerning the Multiple Structure ARS evaluation presently in progress for North Anna Units 1 and 2. Specifically, the request allows a 90-day extension of the time period allowed by condition 2.C.(13) of Operating License NPF-7 to complete the evaluation en North Anna Unit 2. This work has been discussed on various occasions with the NRC Staff including a detailed technical and schedular discussion on November 7,1980.

At the November 7,1980 meeting the NRC Staff requested that a considerable amount of work on the Multiple Structure ARS evaluation on North Anna Unit 1 be completed prior to resumption of power operation following the current refueling outage. The license condition for Unit 2 requires that, no later than six months from the issuance of the license, we complete a reanalysis for Multiple Structure ARS concerns. This six month period ends February 21, 1981.

Thus, the new schedular requirements dictate that the analyses of both units occur simultaneously. We are unable to meet these new schedular requirements because of the large amount of work to be done combined with the fact that there is presently a very restricted labor pool of qualified stress and support analysts available to the industry. We believe that the NRC require-ments for cunpletion of required modifications would extend the length of the Unit I refueling outage or would require that Unit 2 to be shutdown pending completion of the analysis required by the operating license. For this reason, we are requesting a 90-day extension to the Unit 2 license condition. This will allow us to better utilize the available manpower by concentrating our efforts on Unit 1 while maintaining the Unit 2 power generation capability.

Of the approximately 505 computer analyzed seismic Category I piping problems in both Units 1 and 2, only 144 problems are affected by the Multiple Structure ARS concerns. We have completed our Phase I evaluation of these 144 problems.

In this Phase I evaluation, problems were the subject of an engineering evaluation against original design allowables using the ARS curves of the affected structures. This evaluation used normal allowables as a criteria and did not use any reduced safety factors, actual pipe material properties or other such factors in the determination of acceptability. Based upon this evaluation, 51 problems were found to meet original design allowables and in the remaining 93 problems we did not find any that did not meet operability requirements. Since completion of the Phase I evaluation, detailed computer reanalysis, Phase II, of the remaining 93 stress problems has been in progress with priority based on system function. This prioritization was discussed during the November 7 meeting. Preliminary stress and support results from another 20 problems presently under evaluation continue to confirm the operability of the systems.

Our evaluation to date, has confirmed that the judgemental ARS selection process originally applied to North Anna was effective and produced results consistent with licensing requirements. As discussed in previous correspon-dence to the NRC, we believe that this ARS selection method was a reasonable and proper design basis for this plant. Regulatory guidance in this area was not available until 1975 and there were no FSAR questions or comments on this item following the FSAR submittal.

During this detailed evaluation period (Phase II) we will have over 100 analysts working on this task and remain committed to timely and proper completion of this reevaluation. We reaffirm that at any time during this evaluation it is shown that a portion of the system is not operable, the appropriate Technical Specification action will be taken.

Because of the above conditions, we believe that undue extension of an outage for Unit 1 or shutdown on Unit 2 is not warranted. The requested 90-day extension for Unit 2 will allow us to complete the evaluation in an orderly manner without unduly impairing system generation capability.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the System Nuclear Safety and Operating Committee. It has been determined that this request does not involve an unreviewed safety question.

We have evaluated this request in accordance with the criteria in 10CFR170.22.
