VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 NORTH ANNA POWER STATION UNITS 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE REVIEW AND AUDIT FREQUENCIES Pursuant to 10 CFR 50.90, Virginia Electric and Power Company requests amendments, in the form of changes to the Technical Specifications, to Operating License Nos. DPR-32 and DPR-37 for Surry Power Station Units 1 and 2 and NPF-4 and NPF-7 for North Anna Power Station Units 1 and 2.

The proposed changes will delete the Technical Specification requirement for Station Nuclear Safety and Operating Committee (SNSOC) review of the Emergency and Security Plans since this requirement will remain in each of the respective plans. Also, audit frequencies are being deleted from the Technical Specifications while the listing of the specific audits will remain. As a result, the revised audit frequencies will be governed by the Emergency and Security Plans and a summary statement in the Operational Quality Assurance Program Topical Report which stipulate audit frequencies. Attachment 1 identifies the proposed changes for Surry Power Station which are indicated by revision bars in the right margin. Attachment 3 likewise identifies the proposed changes for North Anna Power Station.

The proposed changes have been reviewed and approved by each SNSOC and the Management Safety Review Committee. It has been determined that these changes do not involve an unreviewed safety question as defined in 10 CFR 50.59. Also, as shown in Attachments 2 and 4, this submittal involves no significant hazards considerations according to 1o CFR 50.92.

These changes are being proposed as part of our continuing program to identify and

e address overcommitments and requirements marginal to safety. The enclosed changes represent a significant savings in personnel allocation.
