ZION NUCLEAR POWER STATION, UNITS 1 AND 2 - REQUEST FOR NRC APPROVAL OF REVISION 7 TO THE ZION NUCLEAR POWER STATION QUALITY ASSURANCE PROJECT PLAN (TAC NOS. J53032 AND J53033)

Dear Mr. Sauger:

By letter dated October 1, 2014, ZionSolutions submitted a proposed revision to the Zion Nuclear Power Station (ZNPS) Quality Assurance Project Plan (QAPP) for NRC review and approval. Our review has identified one change for which we will require more information prior to approval. Specifically the following change would appear to be a reduction in commitment for which no justification was provided. Please provide the basis for the following change, as required by 50.54(a)(4)(ii), for NRC review and approval prior to implementing revision 7 to the ZNPS QAPP.

Appendix B, Section 5.3.1, of the ZNPS QAPP states: Staff Qualifications - Each member of the facility staff (including audit/survey, surveillance and inspection personnel) shall have sufficient qualifications to perform their assigned duties. Implementing procedures provide the guidance used for determining and assessing appropriate staff qualifications, including any qualifications required to meet ANSI N18.1. Selection and Training of Nuclear Power Plant Personnel, dated March 8, 1971. In addition, either the Manager of the Health Physics Department or the Lead Health Physicist shall meet or exceed the qualifications of "Radiation Protection Manager" of Regulatory Guide 1.8, September 1975.

The requirement to meet ANSI N18.1 qualification requirements as it is currently written would only be applicable to the Radiation Protection Manager or Lead Health Physicist and not to all Health Physics (HP) personnel as the change justification appears to state in Substantive Change 1D in Enclosure 2. Please provide a justification why it is acceptable that HP personnel are not required to meet ANSI N18.1 qualification requirements for future decommissioning work, including final status surveys, or alternatively revise the QAPP to state that HP personnel shall meet or exceed ANSI N18.1 qualification requirements.
