Dear Sir or Madam:

This letter transmits information requested by the NRC (Reference 1) concerning the James A. FitzPatrick Nuclear Power Plant (JAF) Emergency Plan interface activities with Oswego County and the State of New York.

In a letter to the NRC dated November 22, 2000 (Reference 2), JAFNPP committed to submitting to the NRC on a two year frequency (period between required biennial exercises) information related to emergency preparedness interface activities for the purposes of maintaining effective coordination and implementation of the offsite emergency plans.

The enclosed attachments provide updated information, details, and dates of emergency preparedness interface activities with offsite agencies for calendar years 2014 and 2015. includes drill related activities conducted during the past 2 years. Attachment 2 contains non-drill-related activities over the same period of time. Information regarding shared facilities, equipment, and processes is provided in Attachment 3.

1. The full scale exercise involved Nine Mile Point, the NRC, New York State, and Oswego County as participants. Oswego County typically holds at least 1 full scale drill or exercise per year. The County rotates the licensee that it participates with on a 2 year cycle. When one licensee hosts an exercise, the other licensee is involved in the following activities:

Scenario preparation Meetings with State, County and FEMA personnel to develop extent of play document Conduct of training and/or drills at the Reception Center and the Oswego County Emergency Operations Center (EOC)

Observation of Out of Sequence Exercise events Provide controllers and observers for the exercise Provide non-affected licensee Dose Assessment Personnel to assist County

2. These drills/exercises, at a minimum, include initial and follow-up notification to New York State and Oswego County, and typically involve Protective Action Recommendations (PARs), classifications, command and control, Oswego County participation at the Emergency Operations Facility (EOF),

dose projection and/or Joint Information Center (JIC). Additional involvement may include partial staffing by New York State at the EOF as well as State Watch Center, and State EOC based on availability of resources. Oswego County participation interaction objectives are typically included in drill scenario packages. Additional County interaction routinely occurs during JAF Table Top (mini-drills) drill training sessions, with frequent participation by the County in Dose Assessment, EOF and JIC.

3. There are two hospitals that support the JAF and NMP EPZ - Oswego Hospital and University Hospital. Hospital drills (many of which are evaluated by FEMA) were historically conducted twice a year, with one hospital drilling with JAF and the other drilling with NMP. The hospitals would alternate FEMA evaluations on opposite years. In 2015 a change occurred promulgated by a change in FEMA requirements and now each hospital is performing a FEMA evaluated exercise in alternating years, with no non-FEMA drill required in the off year. In 2015 Oswego Hospital performed the FEMA demonstration with NMP, while University Hospital personnel attend licensee provided training coordinated by JAF.

1. Training in various topics including Emergency Action Levels (EAL), as indicated in the table, is conducted by the licensee, Oswego County, and New York State. These training efforts are shared by FitzPatrick and Nine Mile Point. Lead for EAL and associated training is typically alternated annually between the two licensees. In most instances, when staff from one licensee conducts the training, staff from the other licensee is present.
2. Full system siren tests are conducted annually in November. Both licensees participated in coordination and were present in the Countys EOC or E-911 Center during the tests.
3. A coordination meeting is held semi-annually (January and July) between the Oswego County (and many other New York State nuclear Counties) and the State Emergency Management Office. Both licensees typically attend. Topics such as industry lessons learned, drill lessons learned, and drill schedules are discussed.
4. Communications System tests of the primary and backup communication systems for notifying State and County authorities are performed monthly to assure their operability. Both licensees participate in or conduct the tests. These tests include establishing contact with State and County as well as their EOCs.
5. Coordination and planning for KI issuance and contingencies involved interactions between licensees, New York State and Oswego County officials. These included the pre-distribution of KI and the development of policies governing its use.
6. Both licensees participate in the quarterly siren system testing program pre-job briefings and observe portions of the testing from the County office. Additionally, the licensees provide the maintenance personnel to support the testing and maintenance of the system. These activities are conducted in February, May, August and November of each year.
7. JAF provided support to assist in the setup of the Oswego County Personnel Monitoring Center (PMC) and Onondaga County Reception Center.

Emergency Operations Facility: FitzPatrick & Nine Mile Point 1 and 2 share the same Emergency Operations Facility. To that extent, New York State and Oswego County liaison response is the same regardless of which licensee is conducting a drill or exercise.

Joint Information Center: FitzPatrick & Nine Mile Point 1 and 2 share the same Joint Information Center. To that extent, New York State and Oswego County public information officer response is identical regardless of which licensee is conducting the drill or exercise.

Equipment:

Radiological Emergency Communications System (RECS): Both licensees utilize the identical communication system for initial and follow-up notification to the New York State and Oswego County. This system is tested on a monthly basis.

Unified RASCAL Interface (URI): Versions of this system software are utilized by both licensees. It is also the system that obtains meteorological data for New York State and Oswego County EOCs.

Prompt Notification System: During the 2014/2015 period the siren system consisted of 37 sirens surrounding the nuclear plants (JAF/NMP), along with an actuation system common for the three plants. That system is maintained by the licensees and tested as periodically scheduled by Oswego County. During the period, areas without siren coverage were supplemented with Tone Alert radios.

The maintenance of the Tone Alerts was by Oswego County with support as needed by the licensees. In 2016 a replacement siren system was commissioned by NMP/JAF with FEMA approval resulting in the addition of 3 sirens (40 total) and the elimination of the Tone Alert radios. Maintenance and Testing of the new system similar to that of the old system.

Processes:

Notification Process: Both licensees utilize the same notification form to transmit information to New York State and Oswego County regarding emergency classifications.

Emergency Action Level Scheme: The EAL scheme for both licensees is based on NEI-99-01.

Protective Action Recommendations (PAR) Methodology: The 10 and 50-mile Emergency Planning Zones (EPZs) are identical for both licensees, as well as the Emergency Response Planning Areas (ERPAs). Criteria for protective action are based on the same EPA guidance for both licensees. Upon the declaration of a General Emergency, both licensees follow a standard method for making Protective Action Recommendations (PARs).

Dose Assessment Methodology: Dose assessment methods are the same for both licensees, New York State and Oswego County.
