Dear Mr. Limpias:
This refers to an investigation conducted by the U.S. Nuclear Regulatory Commission's (NRC's)
Office of Investigations regarding activities at Cooper Nuclear Station. The Office of Investigations initiated the investigation to determine whether security personnel at Nebraska Public Power District's Cooper Nuclear Station, Brownville, Nebraska, willfully engaged in behavior that rendered them inattentive and unable to respond while on duty.
Based on the evidence developed during the investigation, the allegation that security personnel at Cooper Nuclear Station willfully engaged in behavior that rendered them inattentive and unable to respond while on duty was not substantiated. The NRC plans no further action related to the willful aspect of this allegation and considers this investigation closed .
