Dear her. O'Reilly:

Following a thorough review of your August 23, 1973 letter regarding the apparent violation of Figure 6.1.4 of the Technical Specifications governing review and approval of the refueling procedure we have concluded that'here is no information in the report of a proprietary nature.

apparent violation concerns itself with not having all portions l'he of the refueling procedure approved as set forth in the Technical Spec-ifications (Figure 6.1.4). Although the instructions governing the specific movement of fuel assemblies is referenced in the Refueling Procedure no method of approval of these instructions is mentioned.

Following the inspection by Mr. Cantrell of. Region I Compliance, all instructions as to specific fuel assembly moves and subcritical checks of the core as well as the exact order in which the instructions were to be executed were approved by the Reactor Analysis Supervisor or in his absence his designated alternate. In no case was the preparer of the instructions the individual with whom approval or checking, rested.

As a result no discrepancies were noted during core verification following refueling.

The refueling procedure, which generally varies from refueling to refueling, will be approved by SORC prior to implimentation. In addition the following will become a portion of that procedure:

l. All instructions to operations regarding movement of fuel assemblies, subcritical verifications, and replacement of

'PRM strings as well as the order in which these instructions will be executed will be approved by the Reactor Analysis Supervisor or his designated qualified alternate.~

2. The instructions will be prepared by a member of the Physics Analysis group and checked by another member so as to give an independent review prior to approval.

Full compliance was achieved on the date of the inspection (May 21-22, 1973). The refueling procedure is generally not written until a month prior to refueling when sufficient information regarding the specific activities to be accomplished is known. The next refuel-ing outage is not scheduled until Spring 1974 and at that time the procedure will be written to reflect the above recommendations.
