ADVANCED POWER REACTOR 1400 DESIGN CERTIFICATION APPLICATION - SAFETY EVALUATION WITH NO OPEN ITEMS FOR SECTION 19.4, LOSS OF LARGE AREAS OF THE PLANT DUE TO EXPLOSIONS OR FIRE By letter dated December 23, 2014, Korea Electric Power Corporation and Korea Hydro &

Nuclear Power Co. (KHNP), Ltd. submitted an application for a design certification of the Advanced Power Reactor 1400 Standard Design.

Based on our review of the application, the staff is providing the Advisory Committee on Reactor Safeguards (ACRS) its Safety Evaluation (SE) with no Open Items for Section 19.4, Loss of Large Areas of the Plant due to Explosions or Fire (ML17243A209). Unless otherwise stated in the SE, the staffs review was based on Revision 1 of the application. The SE is being provided to support a meeting of the subcommittee of the ACRS scheduled for February 21, 2018. The ACRS full committee meeting will be held after the subcommittee meeting.

A review of the SE for any information exempt from public disclosure has not yet been performed. The U.S. Nuclear Regulatory Commission will withhold the SE from public disclosure for ten business days to allow KHNP the opportunity to perform a proprietary and factual content review. Therefore, the staff requests that the ACRS withhold the SE from public disclosure until the information has been released publicly in the Agencywide Documents Access and Management System.

The staff will inform the ACRS immediately if KHNP requests that any of the information in the SE be withheld from public disclosure.
