SUBJECT:
ADVANCED POWER REACTOR 1400 DESIGN CERTIFICATION APPLICATION - SAFETY EVALUATION WITH NO OPEN ITEMS FOR CHAPTER 14, SECTION 14.3, INSPECTIONS, TESTS, ANALYSES AND ACCEPTANCE CRITERIA (ITAAC), (EXCEPT FOR SECTION 14.3.2, STRUCTURAL AND SYSTEMS ENGINEERING)
By letter dated December 23, 2014, Korea Electric Power Corporation and Korea Hydro &
Nuclear Power Co. (KHNP), Ltd. submitted an application for a design certification of the Advanced Power Reactor 1400 (APR1400) Standard Design. On March 10, 2017, KHNP submitted Revision 1 to the APR1400 design certification application. On March 8, 2018, KHNP submitted a subsequent letter transmitting Revision 2 to the APR1400 design certification application.
Based on our review of the application, the staff is providing the Advisory Committee on Reactor Safeguards (ACRS) its safety evaluation (SE) with no open items (OIs) for Section 14.3 in Chapter 14, Verification Programs, except for Section 14.3.2, Structural and Systems Engineering, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18054A687). The staffs review was based on Revision 1 of the application because staff issued a request for additional information (RAI) on March 15, 2018 covering all of the ITAAC tables and Tier 1 Section 1 of the design certification application. This RAI was based on Revision 1 of the application.
The SE is being provided to support a meeting of the Subcommittee of the ACRS scheduled for June 19, 2018. The ACRS Full Committee meeting will be held after the Subcommittee meeting.
The staff concludes that the SE does not contain any information exempt from public disclosure.
However, the U.S. Nuclear Regulatory Commission will withhold the SE from public disclosure for ten business days to allow KHNP the opportunity to verify the staffs conclusion that the SE contains no such exempt information. Therefore, the staff requests that the ACRS withhold the SE from public disclosure until the information has been released publicly in the Agencywide Documents Access and Management System.
A. Veil The staff will inform the ACRS immediately if KHNP requests that any of the information in the SE be withheld from public disclosure.
