MEETING REPORT
DATE: October 23, 2007

PLACE: U.S. Nuclear Regulatory Commission One White Flint North 11555 Rockville Pike, Room 4B6 Rockville, Maryland
PURPOSE: To discuss Pacific Gas & Electric (PG&E) plans and schedule for the fossil repowering project; Independent Spent Fuel Storage Installation (ISFSI); and decommissioning and license termination of Humboldt Bay Power Plant Unit 3. Fuel fragment identification will also be discussed.
ATTENDEES: See Enclosure 1
DISCUSSION: The licensee provided a presentation on the current status of decommissioning including a planned revision to the Post-Shutdown Decommissioning Activities Report, transfer of spent fuel to the ISFSI, and
their proposed plan to construct a replacement fossil generating facility on the site prior to the decommissioning of the existing facility. A major item of discussion was a proposed criteria for differentiating fuel from SNM
[special nuclear material] waste.
ACTIONS: The staff agreed to consider PG&E's proposed criteria for differentiating fuel from SNM waste.
