THREE MILE ISLAND NUCLEAR STATION, UNIT 1 - ACKNOWLEDGMENT OF ACTIONS TAKEN FOR CONFIRMATORY ACTION LETTER NRR-07-029 (TAC NO. MD4191)

Dear Mr. Pardee:

On March 22, 2007, the U.S. Nuclear Regulatory Commission (NRC) issued Confirmatory Action Letter (CAL) No. NRR-07-029 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML070740631) regarding dissimilar metal welds in the pressurizer at Three Mile Island Nuclear Station, Unit 1 (TMI-1). This letter acknowledges receipt of your letter dated December 4, 2007 (ADAMS Accession No. ML073390388) informing the NRC of actions taken in response to this CAL.

In your letter, you stated that during November 2007, TMI-1 replaced the pressurizer safety/relief nozzle butt welds with Primary Water Stress Corrosion Cracking (PWSCC) resistant material and welds and installed a full structural weld overlay repair on the pressurizer surge nozzle. In addition, TMI-1 inspected the pressurizer spray nozzle-to-safe end and safe end-to-elbow welds with Performance Demonstration Initiative (PDI) qualified ultrasonic examination techniques.

The ultrasonic examinations obtained 100-percent coverage and no degradation was identified.

Based on your letter, the NRC understands that the pressurizer safety/relief nozzle butt welds have been replaced with PWSCC resistant material and welds, the pressurizer surge nozzle has been mitigated with a full structural weld overlay, and the pressurizer spray nozzle-to-safe end weld and safe end-to-elbow weld have been examined with PDI-qualified techniques in which 100-percent coverage was obtained and no degradation was identified. This completes portions of the commitments listed in the CAL and supporting commitment letter dated February 21, 2007 (ADAMS Accession No. ML070520499). As a result of these actions, it is no longer necessary to implement enhanced inspection and leakage monitoring requirements for the reactor coolant system. The commitment to reexamine unmitigated welds, using ultrasonic techniques, within every 4 years remains open. The CAL will remain open until all commitments are completed. However, based on actions completed to date, TAC No. MD4191 will be closed. Additional TACs will be opened, as needed, to review fu ture actions.
