C. 20555 Re: St. Lucie Units 1 and 2 Docket Nos. 50-335 and 50-389 Radioloqical Emergqency Plan -Revision 64 In accordance with 10 CFR 50 Appendix E, enclosed is one copy of the St. Lucie Plant Radiological Emergency Plan Revision 64. The plan, as revised, continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50 Appendix E.Enclosure 1 provides a summary of changes to the St. Lucie Plant -Radiological Emergency Plan -Revision 64.Enclosure 2 is a copy of the St. Lucie Plant -Radiological Emergency Plan -Revision 64, Effective Date: January 11,2016.Please contact Eric Katzman at 772-467-7734 if there are questions regarding this revision.Sincerely, Eric S. Replaced "Emergency Coordinator" with "Shift Communicator" in sections dealing with site communications where the Shift Communicator actually performs the notifications at the direction of the Emergency Coordinator.

2. Deleted "Emergency Control Officer" from Table 1-1, Typical Sequence of Actions, since the actions only applies to the Recovery Manager.3. Replaced "Health Physics" with "Radiation Protection" in multiple areas to standardize terminology.
4. Added Technical Support Center responsibilities to the Turnover section on Page 2-18. This enhances the description on how and what functions are turned over between the Emergency Response Facilities.
5. Clarified that Accident Assessment with the expanded ERO Table 2-2 is the responsibility of the Emergency Coordinator assisted by the TSC technical staff.6. Added FPL Radio as a communication interface for the OSC to Figure 4-2 Communication Interfaces.
7. Replaced Emergency News Center (ENC) with Joint Information Center (JIC) for consistency with the Fleet.8. Removed the Nuclear Division Duty Officer (NDDO) as a responder.

The NDDO was a common responder for PSL and PTN. The NDDO will no longer respond. The only responsibility for the position was to fill in for the Emergency Control Officer. The Emergency Control Officers were also Juno Beach personnel that were common responders to PSL and PTN. PSI. and PTN are now filling the ECO position with site personnel.

Significant Changes 1. Removed the actual Letters of Agreement from Appendix E. A description of each agreement has been added to Appendix E. The Letters will remain in EP files and will continue to be updated in the required frequency.

2. Retiring manual off-site dose calculations in accordance with 1 and 2 EPIP-09. PSL has transitioned to using Unified RASCAL Interface for computerized off-site dose calculations.

Since the computers used are not LAN connected

-all stand alone -in Page 2 of 2 accordance with the Cyber Security Program the probability of corrupting the software is minimal. Emergency Preparedness performs quarterly functional checks on the work stations to verify the software.

The manual calculations were difficult, slow to complete and had numerous opportunities for personnel error. These calculations were also based on the now retired Class A off-site dose assessment software which is no longer supported..The 50.54(q) evaluation determined that there is no decrease in effectiveness of the Emergency Plan due to the changes.
