November 8, 2018. NRC tracking #53725 At 13:21 pm on 11/8/2018, the reactor operator left the control room with the console on and the key inserted.

The operator was out of the control room for less than 3 0 seconds when they recognized their error, returned to the control room and immediately contacted the senior reactor operator of record. The relevant regulation is 10 CPR 50.54 (k): "An operator or senior operator licensed pursuant to part 55 of this chapter shall be present at the controls at all times during the operation of the facility." The specific RRR TS is: 6.1.3 Staffing a. The minimum staffing when the reactor is operating shall be: 1. A licensed reactor operator in the control room; Additional information:

The reactor operator was completing the start-up checklist.

The senior reactor operator was in the room next to the control room. An out of requalification senior reactor operator was assisting with the start -up.
