Revised Reed Research Reactor Requalification Plan In early October 2020, the Interim Director Stephen Frantz found some confusion in our records regarding our Requalification Plan. In email discussion with Geoffrey Wertz dated 10/13/2021 and 10/20/2021 it was clarified that the 2010 revision of the Requalification Plan was in force; a 2013 draft revision was not reviewed in the concern that doing so would interfere with the resumption of reactor operations in 2017.

Since the 2010 Requalification Plan was written prior to our relicensing in 2012, Mr. Frantz and I agreed a new revision was needed. This 2020 revision used 10 CFR 55.59, Requalification, and ANSI/ANS-15.4-2007, Selection and Training of Personnel for Research Reactors as guides. A description of the changes made to the 2010 revision in the 2020 revision can be found in the attached document, Reed Reactor Requal Plan Changes - November 18, 2020.

The 2020 revision was reviewed and approved by Reed Research Reactor management and the Reactor Operations Committee, and was submitted to the U.S. NRC in November, 2020 (ML20335A566). This letter serves as a request for review of that submission.

Reed Reactor Requal Plan Changes - November 18, 2020 Throughout the document there are edits for clarity and grammar. References to specific parts of 10 CFR 50, 10 CFR 55, and ANSI/ANS-15.4-2007 have been added.

Section 1 Introduction Specifically referenced 10 CFR 55.59(c)(7) which allows research reactors latitude with respect to the requirements. Added the objectives of the Plan. Listed the major components of the Plan.

Section 2 Schedule Clarification only.

Section 3 Meetings Added that the lectures had to be pre-planned. Added that meetings may be virtual and documentation may be electronic. Added the Confirmatory Order to the list of topics and corrected some wording.

Embedded the previous Section 3.1 Facility Changes as text instead of a separate section. Changed Section 3.2 Missed Meetings into a simple paragraph. Specified what to do if someone misses a Requalification meeting.

Section 4 Document Review This is a new section that gathers together all the various required document reviews. Added the new read and sign requirement from the Confirmatory Order. Added the reference to Procedure Changes and Notices.

The old Section 4, On-The-Job Training, was split into Section 5 Licensed Duties and Section 6 Reactivity Manipulations.

Section 5 Licensed Duties Specified that passing an NRC administered exam (RO or SRO) fulfills the licensed duty hours. Specified the corrective action if someone doesnt complete their licensed duty hours.

Section 6 Reactivity Manipulations Specified that passing an NRC administered exam (RO or SRO) fulfills the reactivity requirements.

Changed within 90 days of the end of the requalification year to fourth quarter. Specified the corrective action if someone doesnt complete their reactivity requirements.

Section 7 Written Exam Specified the time period for the written exam. Added that the written exam must be proctored.

Specifically referenced 10 CFR 55.59(c)(7).

Section 8 Operating Exam Corrected the 10 CFR 55 reference for operating exams. Specifically referenced 10 CFR 55.59(c)(7).

Section 9 Accelerated Requalification Program Specified that Accelerated Requalification is reserved for cases where an operators skills or knowledge are lacking. Simply missing a requirement of the Requalification Plan doesnt require an Accelerated Requalification Plan if they complete the prescribed remedial actions.

Section 10 Medical Added the requirements to notify the Director of changes in medical conditions or medications.

Section 11 Other Requirements Added reference to 10 CFR55.53. Added personal conditions of license. Added Emergency Drill.

Section 12 Records Included three-year retention period for records.
