REED COLLEGE REGARDING U.S. NUCLEAR REGULATORY COMMISSION STAFF REVIEW AND APPROVAL OF THE REVISED REED RESEARCH REACTOR REQUALIFICATION PLAN (EPID NO. L-2020-NFO-0006)

Dear Mr. Newhouse:

The U.S. Nuclear Regulatory Commission (NRC) staff completed its review of the Reed Research Reactor Requalification Plan (hereinafter plan), submitted by letters dated November 18, 2020, and supplemented by letter dated June 23, 2021 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML20335A566, ML20335A567, and ML21174A194, respectively). The plan was found to contain clarifications and administrative changes from the previously approved revision. Additionally, the plan included changes required by Confirmatory Order EA-19-071 (ADAMS Accession No. ML20055F671).

The NRC staff review finds that the plan is in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Section 55.59, Requalification, and is consistent with the guidance contained in industry standard American National Standards Institute/American Nuclear Society 15.4-2016, Selection and Training of Personnel for Research Reactors.

During its review, the NRC staff noticed that the plan does not include the requirements associated with 10 CFR 55.59(c)(6) Alternative training programs. If Reed College finds the need to implement an alternative training program in the future, the licensee will have to submit a revised plan to the NRC for approval.
